Problems/Comments

UST ROICC-7 was a 1300 gallon UST that was possibly used to collect and store diesel and heavier range petroleum products. The UST was removed in 1995. 3/16/2015 Update or Other Action Received Final 2014 Institutional Controls Site Inspection Report, OUA and OUB of the former Adak Naval Complex. 3/11/2024 ANCSA Program Eligible This site meets the criteria for the EPA Contaminated ANCSA Lands program: the site is on ANCSA conveyed land, the contamination occurred pre-ANCSA conveyance, and there is documented proof of contamination that exceeds DEC’s cleanup values in 18 AAC 75. This site will be listed as “verified” on EPA’s contaminated lands inventory. Brittani Mack
9/29/2025 Document, Report, or Work plan Review - other COMPREHENSIVE MONITORING PLAN, Revision 9, Institutional Control Management Plan. DEC provided comments on CMP Revision 9 which describes the mechanisms that have been implemented to ensure compliance with institutional controls (ICs) for sites at the former Adak NAS (includes active sites and sites closed with ICs). The CMP also includes the details for Munitions Educational Awareness Program, which is required by the OU B-1 ROD and will address sites in the in-draft OU B-2 ROD. Note that munitions sites addressed in the OU B-1 ROD with slopes exceeding 30 degrees were issued No Further Action determinations as part of that ROD. This includes C3-01A through C3-01F, FB-01, FB-03, 260 HH-01, ML-01A, ML-01B, and ML-01C. Jamie McKellar
10/21/2025 Institutional Control Periodic Reporting REPORT APPROVAL: DEC approved the 2024 Institutional Controls Inspection Report, which documents site inspections conducted between August 15–30, 2024. While the report is approved, DEC has noted several observations for documentation, including references to RCRA status, environmental release reporting, SWMU 1 and SWMU 20. These observations do not affect the approval of the ICIR but may warrant further evaluation during the upcoming Five-Year Review. DEC continues to coordinate with the Navy to ensure long-term protectiveness of institutional controls at the Adak site. Jamie McKellar

Excavation / Soil Movement Restrictions All excavation within the 'downtown area' of Adak, as defined in the Equitable Servitude to the Interim Conveyance Document, must be submitted to the City of Adak and the Navy for review three days prior to excavation. Annual report of excavation notifications included in the IC Inspection Report.
Groundwater Use Restrictions The Equitable Servitude restricts groundwater use in the Downtown Area. Site is inspected and reported yearly to ensure groundwater is not being used in the Downtown Area.
Restricted to Industrial / Commercial Land Use Equitable servitude restricts land uses to non-residential uses. Site is inspected and reported yearly to ensure there are no residential land uses taking place.
