The Level I Screen is a framework intended to facilitate somewhat objective evaluation of subjective issues and information. The screen considers the ordnance characteristics of the site (i.e., type of ordnance and density) along with physical characteristics of the site (i.e., terrain and vegetation) to determine the qualitative risk associated and the general category of future action that may be needed at the site to minimize that risk (i.e., additional investigation, remedial action, or no action). The screen also incorporates evaluation of the strength of evidence upon which screening decisions are made to ensure that there is reasonable supporting data for the choices made at this stage of the process. |

Submitted approval letter to the Navy for the Final OUB-2 Feasibility Study. MI-02 is included as part of Remedial Action Area #3 west (RAA-03 west) in the FS. The FS identifies the "Navy's preferred remedy" for the site as surface and subsurface removal of MEC to 2 feet below ground surface and LUC's. This remedy would remove MEC from the depth interval where MEC has been discovered historically. However this is based on a limited investigation. LUCs would be used to prevent human exposure to MEC that may remain if any anomalies are not resolved. The FS presents the Navy's preferred remedy and this may be adjusted based on EPA, ADEC, and community input during the Proposed Plan and development of the Record of Decision. |

Submit approval letter for OUB-2 Non-Time Critical Removal Action (NTCRA) work plan and Quality Assurance Surveillance Plan (QASP). The plan address’s all five Remedial Action Areas identified if the RI as requiring remediation. At RAA-03 (which includes MI-02) the NTCRA will include surface and vegetation clearance, Digital Geophysical Mapping (DGM), and intrusive investigation of anomalies above the project anomaly selection threshold. Anomalies will be investigated to a depth of 2-ft, the Navy retains the ability to investigate deeper targets (as determined by the project team). Following the removal action restoration of the site will include backfilling all excavations to grade, removing roads, and erosion/sedimentation control. The NTCRA is scheduled to begin in April 2013, weather permitting. |

DEC Non-Concur on Federal No Further Action Decision |
On 2/28/2025, DEC issued a non-concurrence for the Revised Draft OU B-2 ROD, which addresses 24 sites in Parcel 4. The responses to comment provided by the Navy do not adequately address DEC's concerns. Lacking a rewrite, DEC cannot concur with the Revised Draft (OU) B-2 ROD and it would not be productive to engage in additional rounds of response to comment on this current version of the ROD.
