Problems/Comments

Ordnance or ordnance-related problems. This area is a small 55- by 60-meter rectangular AOC encompassing approximately 0.8 acre. This area was investigated in both 1999 and 2000. During the 1999 SI, this area was surveyed as part of the total LJ sector. AO (flares) was found in the AOC along with a single piece of UXO (hand grenade). During the RI in 2000, this area was investigated a second time using the prescribed search pattern for an AOC containing lone ordnance finds. Two hundred five targets were identified and intrusively investigated. Twenty-one targets were identified as UXO, primarily MK2 hand grenades. Seventy-two targets were identified as AO including such items as small arms ammunition, PD fuzes, 37-mm projectiles, 50-mm mortars rockets flares, and practice ordnance. Further work was performed in 2001, yielding additional small arms debris and OE Scrap. 2004 fieldwork was to finish off the site by creating 15 meter buffers around the outside of the work done in 1999, 2000, and 2001. Investigation performed over 2001 data yielded four additional UXO items. When the areas within the 2000 and 2001 data were revisited, numerous UXO and AO items were discovered, lending to some doubt about the effectiveness of remediation in this area. Remediation of this site was not completed in the 2004 field season.

9/20/2006 Update or Other Action Following a Navy request for Depratment recomendations on Site LJ-01 DEC sent a letter requesting additional Clearence work for munitions site LJ-01. During 2004 field work an area with construction debris was identified and designated an “exception area”. This area was not completed during the 2004 field season as the equipment and time were not available to complete clearance. As work proceeded in 2004 problems were identified with the 2000 and 2001 field work. As a result the geophysical anomalies identified in the earlier field work were re-investigated and additional ordnance was identified. Work is scheduled for the 2007 Field Season. Guy Warren

5/11/2007 Update or Other Action Submitted comments on the Draft MEC Clearance Work Plan for LJ-01 and RG-01. At the request of the Navy an expedited review was conducted. However, numerous deficiencies with the planning document were identified and the document was inadequate to control field work. Guy Warren

11/3/2009 Meeting or Teleconference Held Attended comment resolution and AOC certification at contractor's offices in Tampa FL. The meeting focused on resolving comments from EPA and ADEC to ensure that the final AAR adequately addressed agency comments. In addition the project team reviewed a sampling of the project qc documentation to ensure that all relevant requirements had been met and ensure that documentation was adequate to demonstrate conformance to requirements. The contractor's documentation was complete, well organized, and the remedial action at LJ-01 was determined to have meet the remedial action objectives. Guy Warren

This completes the OUB Record of Decision Remedial Action Requirements for this site. The Site will be included in a Remedial Action Completion Report at a later date to document the completion of remedial actions at OUB-1. However as of this date the site status will be identified as Cleanup Complete with IC's. IC's were established island wide to address remaining UXO hazards on Adak and includes Ordnance Education/Awareness training. Guy Warren

UXO Other Soil Remedial actions at this site included digital geophysical mapping followed by intrusive investigation of selected anomalies. Anomalies were cleared to a maximum depth of 4 feet. Ordnance Awareness Program The Ordnance Awareness Program is a set of educational tools that are used to teach people about ordnance hazards on Adak. Annual evaluation of effectiveness included in the IC Inspection Report.
Ordnance Awareness Program This is an ongoing program managed by the Navy. The Navy is currently working on improving the program to include formal requirements to ensure the program continues to function. These efforts are documented annually in the IC Site Inspection Reports and will be evaluted during the 5-year Review process for adequacy.
