Problems/Comments

Ordnance or ordnance-related problems. The Sweeper Cove South Minefield Candidate Site is located southwest of downtown Adak along the southwestern shoreline of Kuluk Bay. Portions of the Sweeper Cove South Minefield were investigated in 1997 during the investigation of the Priority I and II Areas of Adak. At that time, it was not known that this site was a historical proposed defensive minefield; however, when the archive record documenting the minefield location was found, the investigation data for the earlier study was reviewed to determine if the minefield area had been studied. The location for the minefield presented in the training memorandum was inexact, but it was possible to identify the most likely location in the field based upon terrain and professional knowledge of military defensive tactics. After identifying the most likely location for the minefield it was determined that the entire area was surface cleared during the previous investigation of the Priority I and II Areas of Adak. None of the investigation grids in this area were selected for geophysical survey or intrusive investigation based upon the rocky substrate and the presence of the roadway. No mine-related wastes were found during the surface clearance performed in this area. NOFA was selected in the OU B-1 ROD. Draft Close Out Report for Partial Delisting submitted for Department review on June 16. Comments were submitted to the Navy on August 16.

The screen considers the ordnance characteristics of the site (i.e., type of ordnance and density) along with physical characteristics of the site (i.e., terrain and vegetation) to determine the qualitative risk associated and the general category of future action that may be needed at the site to minimize that risk (i.e., additional investigation, remedial action, or no action). The screen also incorporates evaluation of the strength of evidence upon which screening decisions are made to ensure that there is reasonable supporting data for the choices made at this stage of the process. DEC provided comments on CMP Revision 9 which describes the mechanisms that have been implemented to ensure compliance with institutional controls (ICs) for sites at the former Adak NAS (includes active sites and sites closed with ICs). The CMP also includes the details for Munitions Educational Awareness Program, which is required by the OU B-1 ROD and will address sites in the in-draft OU B-2 ROD. Note that munitions sites addressed in the OU B-1 ROD with slopes exceeding 30 degrees were issued No Further Action determinations as part of that ROD.
