Problems/Comments
Ordnance or ordnance-related problems. The Mt. Moffett Impact Area is a very large area covering the entire upper flanks of Mt. Moffett and extending down off the southeastern side of the mountain all the way to the northwestern corner of NAF Adak/Lake De Marie Ammunition Complex some 4 miles from the top of the peak. The area is made of five different impact areas, seven associated, off-site firing points, and seven range safety fans. In total, the Mt. Moffett Impact Area was divided into 26 AOCs This area is located along the southeastern flanks of Mt. Moffett and includes possible impact areas for five direct fire and indirect fire weapons ranges in this area. The extensive road network in this area, the relatively high use documented in historical photography and the amount of development during modern times suggest that this area was not an impact zone and therefor should have a lower potential for ordnance contamination. During the 1999 field investigation no ordnance or OE scrap was found in this area. Ordnance contamination within this site has been split out into separate AOCs for investigation. Final site characterization to be completed in 2004.
Action Information
| Action Date | Action | Description | DEC Staff |
|---|---|---|---|
| 4/15/2000 | Site Added to Database | Ordnance or ordnance-related problems. | Elim Yoon |
| 4/15/2000 | Update or Other Action | The Level I Screen is a framework intended to facilitate somewhat objective evaluation of subjective issues and information. The screen considers the ordnance characteristics of the site (i.e., type of ordnance and density) along with physical characteristics of the site (i.e., terrain and vegetation) to determine the qualitative risk associated and the general category of future action that may be needed at the site to minimize that risk (i.e., additional investigation, remedial action, or no action). The screen also incorporates evaluation of the strength of evidence upon which screening decisions are made to ensure that there is reasonable supporting data for the choices made at this stage of the process. | Elim Yoon |
| 12/11/2001 | Record of Decision | ROD signed on this date | Elim Yoon |
| 6/15/2004 | Cleanup Plan Approved | Remedial Action Design Work Plan approved for this site for the 2004 remedial season. The site was included in the work plan to document previous investigations for inclusion in the record. The Navy was to finish reinvestigating several anomalies to complete this AOC. | Jason Weigle |
| 8/31/2004 | Update or Other Action | RA to be completed Summer 2004 | Jason Weigle |
| 10/19/2004 | GIS Position Updated | Latitude and Longitude was derived using ArcGIS with either High Resolution Aerial Photography from the Navy with an up to 3 meters error, or line maps used in investigations combined with road layers, +/-25 feet accuracy. Metadata is as follows: Updated NAD 1983 State Plane Alaska 10 FIPS 5010 Feet; Projection: Lambert Conformal Conic; False Easting: 3280833.333333; False Northing: 0.000000; Central Meridian: -176.000000; Standard Parallel 1: 51.833333; Standard Parallel 2: 53.833333; Latitude of Origin: 51.000000; GCS North American 1983. | Jason Weigle |
| 1/3/2005 | Update or Other Action | Received the 2004 After Action Report. | Jason Weigle |
| 2/3/2005 | Update or Other Action | Completed review of the 2004 After Action Report; submitted comments to the Navy. | Jason Weigle |
| 2/9/2005 | Update or Other Action | MM-23 is part of the MM-04 AOC. MM-23 is a site that has been discussed in several different documents but never formally investigated. | Jason Weigle |
| 3/7/2005 | Update or Other Action | Added MRTS data, derived from ADNR and USGS range, township, and section data overlaid on lat/lon coordinates derived previously. Accuracy is equivalent to the lat/lon coordinates. MRTS information depicts the center point of range fans and target areas; actual target areas or fans may overlap several sections. | Jason Weigle |
| 4/5/2006 | Update or Other Action | File number 2501.38.005 assigned on this date. | Jason Weigle |
| 1/16/2008 | Institutional Control Record Established | Cleanup Complete with Institutional Controls determination issued for site MM-04. See separate database entry for site MM-23. MM-23 was investigated and determined to not contain evidence of Munitions or Explosives of Concern. The Navy completed ROD required investigation of MM-04 during the 2004 field season. | Guy Warren |

| 3/11/2024 | ANCSA Program Eligible | This site meets the criteria for the EPA Contaminated ANCSA Lands program: the site is on ANCSA conveyed land, the contamination occurred pre-ANCSA conveyance, and there is documented proof of contamination that exceeds DEC’s cleanup values in 18 AAC 75. This site will be listed as “verified” on EPA’s contaminated lands inventory. | Brittani Mack |
| 9/29/2025 | Document, Report, or Work plan Review - other | COMPREHENSIVE MONITORING PLAN, Revision 9, Institutional Control Management Plan. DEC provided comments on CMP Revision 9 which describes the mechanisms that have been implemented to ensure compliance with institutional controls (ICs) for sites at the former Adak NAS (includes active sites and sites closed with ICs). The CMP also includes the details for Munitions Educational Awareness Program, which is required by the OU B-1 ROD and will address sites in the in-draft OU B-2 ROD. Note that munitions sites addressed in the OU B-1 ROD with slopes exceeding 30 degrees were issued No Further Action determinations as part of that ROD. This includes C3-01A through C3-01F, FB-01, FB-03, 260 HH-01, ML-01A, ML-01B, and ML-01C. | Jamie McKellar |
