On March 7, 2001 there was a 3300-gallon JP-8 spill from the pump house, 300-gallons overflowed from the secondary containment. Soil removal to the groundwater table (approximately 100 cubic yards) was completed in September 2001. G.W. contamination to be handled under CERCLA. Confirmation soil samples indicated concentrations below Level A. Final report in spill response file. |

Staff attended a meeting with the Air Force. Apparently this site has a more recent spill that should be monitored under the compliance program. The new spill should have a new site identifier, becuase work/monitoring of the new spill cannot be covered under the IRP program. Eielson was to monitor this new fuel release, near well 53M01, under their environmental compliance program, as decided in the 2003 ROD Review, however, there has been no monitoring. Staff requested compliance monitoring begin. Monitoring will continue in 2006 for site DP25 under the SWMP. |

During the 2003 ROD review, this site was not closed under CERLCA and it was decided to monitor contamination once every 5 years under the SWMP and also separately monitor the recent fuel release near well 53M01 under the compliance program.

ADEC participated in Eielson's 5 year ROD Review with EPA and Eielson. The sites covered in the ROD Review were the following: ST20, ST48, SS50-52, ST10/SS14, ST13/DP26, DP44, WP45/SS57, ST56, SS61, DP25, ST58, LF03/FT09, WP38 and SS67. Bioventing systems for ST10/SS14 and ST13/DP26 will cease operation during the summer of 2008. ADEC is concerned about LTM issues with SS35 and SS37 because of the potential for spills to be released from buried containerized wastes which are present at both of these sites. The vapor intrusion pathway will be evaluated at many of the sites where there are volatile compounds as a COC at the site and where there are potential receptors. All of these sites will be incorporated into Eielson's Land Use Control plan for the Base and the long term monitoring will be Event Driven Monitoring Program. |

Drums were seen in and adjacent to the pond at SS35 and both petroleum and biogenic sheens were observed on the surface of the pond. All stockpiles in the containment area were covered but two stockpiles were not labeled and from unknown locations. |

Staff reviewed the Draft Source Evaluation Report for Multiple Sites at Eielson AFB, of which the E-6 Tank Farm is a part. In a letter dated March 4th, 2013, ADEC noted that the report does not meet the requirements of a Release Investigation, nor complete a full Site Characterization under State regulations. The letter also notes that completed sampling has thus far been limited, and that there are still data gaps to be addressed. Specific to the E-6 Tank Farm, the sampling done thus far finds levels of DRO and VOCs in both the soil and groundwater. |

2012-Final installation-wide monitoring program report received June, 24 2013. During the 2012 season four monitoring wells were installed. Two of these wells replaced historic wells that had been decommissioned and two were installed in new locations. Nine wells were sampled (4 new and 5 existing), benzene (1 well) was the only COC (Contaminant of concern) that exceeded the FRG (final remediation goal). EDB was the only detected COPC (Contaminant of potential concern) with levels that exceeded current MCL (Maximum contaminant level) or ADEC groundwater levels. Both benzene and lead historically were detected in levels exceeding FRG. In general with only one detection of benzene, and no detection of lead, the groundwater concentrations exhibit a decreasing trend. Based on the comparison between the 2012 and historical concentrations and plume extents, the groundwater impacts for COCs have decreased, indicating a general decline in plume mass. Moreover, comparison of the former plume traces with the 2012 extent of contamination indicates the plumes are shrinking. |

2013-Draft installation-wide monitoring program (IWMP) report received March, 26 2014. During 2013, 5 (DP25) and 3 (ST27) IWMP wells were sampled in the spring and 8 (DP25) and 5 (ST27) IWMP wells, were sampled in the fall. Benzene (3 wells fall) was the only COC that exceeded the ROD FRGs. GRO (1 well fall) was the only COPC that exceeded current MCL (Maximum contaminant level) or ADEC groundwater levels. Concentrations for benzene appear to have a decreasing trend. The single GRO exceedance was co-located with a benzene sample, no trend could be observed as petroleum hydrocarbon data at the well prior to 2012 is available. |

On April 23, 2014, the Alaska Department of Environmental Conservation and the United States Air Force reached agreement on the State-Eielson Air Force Base Petroleum Site Restoration Agreement (Two-party Agreement). This agreement was established to perform any necessary assessment, monitoring, remediation and cleanup determinations for petroleum contaminated sites at Eielson Air Force Base. This site was identified as a petroleum contaminated site requiring a response action and its cleanup will continue under Alaska regulations, following the procedures established in the agreement. |

Alaska. In order to delineate the extent of contamination at the eight CRP sites included in this report, Environmental Compliance Consultants, Inc. (ECC) partnered with Jacobs Engineering Group Inc. (Jacobs) to collect surface and subsurface soil, groundwater, surface water, and sub and near-slab soil gas samples; conduct an analytical data quality review; and screen for human health risk. Analytical sampling conducted during the 2015 through 2017 field activities closed data gaps from previous investigations and demonstrated that further characterization is not needed at three of the CRP sites; the remaining six sites require further investigation. |

Revision 1 incorporates corrected analytical reports that were provided by the laboratory in December 2022, after the approval of the Final Supplemental Site Characterization Report. The corrected analytical reports include three non-detect results for 1,4-dichlorobenzene in soil that were previously reported erroneously as detections.
