Problems/Comments

Six underground storage tanks removed in 2000. 275 cubic yards of DRO contaminated soil removed and thermally treated at OIT. Four tanks were 4,500 gallons, one tank was 1,500 gallons, and one tank was 10,000 gallons. Tank locations were located at Michaels, the Bently Mall, Safeway, The east and west satellite buildings and the National Bank of Alaska. All tank excavations met soil cleanup levels of less than 200 mg/kg DRO except the Michaels tank (4,500 gallons). Localized contamination left in place per the recommendation of structural engineer to prevent undermining of building foundation. Analytical from edge of excavation was 5,870 mg/kg ten feet bgs.Contamination is thought to be from fuel transfer activities rather than a leak. No soil analysis for BTEX or PAHs, no groundwater sampling.

Action Information

Action Date Action Description DEC Staff
9/2/1996 Site Added to Database Phase I ESA completed for Bentley Mall property by Nortech. Recommends testing the underground heating oil tanks for leaks. Added in 2007 to reflect administrative file. Shannon Oelkers
12/20/2000 Update or Other Action All tank excavations met soil cleanup levels of less than 200 mg/kg DRO except the Michaels tank. Localized contamination left in place per the recommendation of structural engineer to prevent undermining of building foundation. Analytical from edge of excavation was 5,870 mg/kg ten feet bgs. Added in 2007 to reflect administrative file. Shannon Oelkers
12/20/2000 Site Characterization Report Approved Site Assessment and tank removal report received for 6 underground storage tanks used for heating oil located at the Bentley Mall property. Added in 2007 to reflect administrative file. Shannon Oelkers
12/20/2000 Update or Other Action BTEX and PAHs were not analyzed. Table 2 (page 54) of the Underground Storage Tanks Procedures Manual indicates that DRO, BTEX and PAH lab analysis be done on soil and groundwater samples. If #3-#6 fuel oils are used, RRO analysis must also be performed. Added in 2007 to reflect administrative file. Shannon Oelkers
12/20/2000 Update or Other Action 275 cy of contaminated soil disposed of at OIT facility. ADEC approval not obtained before transport. A ground water monitoring well was installed hydraulically down gradient from the Michaels store's heating oil UST. Results indicate no impact to ground water from former tank excavation and residual soil contamination beneath Michaels store's northwest corner. Douglas Bauer
4/27/2007 Update or Other Action A lab QA/QC review revealed that the LCS and LCSD out of control for the ARES 4/25/2007 report. ARES advised to re-sample the Michaels' ground water monitoring well. Douglas Bauer
5/4/2007 Update or Other Action ARES reports that the re-sampled ground water results indicate no impacts to ground water and lab QA/QC is good this time. Douglas Bauer
