Oasis Environmental submitted the report "Former Weeks Field Airstrip, Areawide Site Characterization". This report was contracted by DEC to investigate potential contaminant sources in the area of the former Weeks Airfield. The investigation identified PCE above soil cleanup levels (up to 7.4 mg/kg) between 3 to 15 feet deep along the northern boundary of the Shopper's Forum property. PCE is also present above groundwater cleanup levels in temporary wells TB-25, TB-27, TB-32, and TB-33. Solvents were found between 14 and 48 feet deep in the groundwater. |

Oasis submitted report on land use and ownership for former Weeks Field Airstrip. The report is based on a title search conducted by Fairbanks Title Agency. Fairbanks Cleaners and Linen Supply is reported to have been located on the property and was probably located in the Shoppers Forum Annex. The Norge Laundromat may have also been located in the mall building. Ben Martich of Oasis noted that air photos in the E&E report show a building in the 1960's located near where PCE- and TCE-contaminated soil was found. Tice Electric owned the land when this building was present. |

DEC staff reviewed the report "Groundwater Monitoring Well Installation and Sampling" submitted to our office October 16, 2020. Two groundwater monitoring wells were installed to sample groundwater in the right-of-way that will be excavated to replace the Kennicott Avenue sewer line. Because of the depth of the sewer line will be below the level of groundwater, a dewatering plan was proposed. The presence of chlorinated solvents in the groundwater required that samples be collected and shown to not have the contaminants of concern in levels that would require excess water be handled in a manner to not further spread contamination. DEC coordinated with EPA's RCRA program for this action. Groundwater from the well MW-J5 closest to the Annex, on the corner of the Shopper's Forum building had detections of benzene; cis-1,2-dichloroethene; tetrachloroethene; and levels of trichloroethene above the groundwater cleanup level at 6.63 ug/L. |

ADEC reviewed and approved a revised version of the October 2020 Indoor Air and Crawlspace Air Sampling Summary Report Rev01, Shopper's Forum Mall Annex, Fairbanks, Alaska. This revised report includes the results from yearly air sampling, annual and quarterly inspection of the remedial vapor mitigation system as part of the Operation and Maintenance Plan approved by ADEC July 9, 2020. During inspection, the vapor barrier was found to be breached in a couple of different areas and was repaired a short time later. As a result of the discovered breach, ADEC requested the RP install signs in each of the tenant's crawlspace areas reminding them of the importance of maintaining the vapor barrier. |

A work plan to continue site characterization was requested with a response deadline of January 30, 2023. Both responsible parties were sent the request. A deadline was required to ensure investigations of vapor intrusion happen during the remaining winter months. |

The revised work plan addendum (Rev01) received May 26, 2023 was approved with the request that soil gas probes be located within the vadose zone and not affected by the capillary fringe, and that soil gas results be compared to residential target levels. This effort includes collecting groundwater samples to the delineate the west, north, and east extent of the groundwater plume, collect groundwater samples from subset of existing monitoring wells, and collect soil-gas samples from select locations to evaluate potential for vapor intrusion. Seven temporary well point pairs will be sampled in addition to four existing monitoring wells. Five soil-gas probes will be installed near select residential and commercial buildings in the potential path of the plume. |

The biennial air sampling report was submitted to the DEC office December 1, 2023 for continued monitoring of indoor- and crawlspace-air sampling and to confirm the efficacy of the sub-slab depressurization system. A maintenance and operation plan approved in 2020 was followed for this work. Levels of tetrachloroethene (PCE), trichloroethene (TCE), and related compounds were sampled for in crawlspace air and indoor air. The biennial inspection and sample collection was for indoor air samples within the three tenant locations of the Annex, crawlspace air samples below one tenant, and an annual inspection of the sub-slab differential pressure, and screening walkthrough of the building. PCE was detected in each sample at concentrations less than the DEC commercial indoor target levels. All other analytes were not detected at their respective laboratory reporting limits. The differential pressure measurements indicated there is not significant movement of air from the sub-slab into the Annex units. The report was approved. |

The Site Characterization Report, Shopper's Forum Mall, Final was reviewed and approved for site characterization work conducted in August/September of 2023. The sample efforts during 2023 were to delineate the downgradient extent of groundwater contamination and to evaluate the potential for vapor intrusion to buildings overlying the groundwater contaminant plume by collecting groundwater samples and exterior soil-gas samples downgradient from the Shopper’s Forum Mall Annex building and property boundary. Findings include exterior soil-gas exceedances near the Week’s Field Estates indicating the potential for vapor intrusion is greatest for the three apartment buildings closest to the soil gas exceedances. Also, the groundwater northwest from Shopper’s Forum Mall extending to Kellum Street and Pedro Street contains TCE above the DEC groundwater cleanup levels in both the shallow and deep aquifers. The actual downgradient extent has not yet been determined. |
