ADEC met with Eielson AFB and contractor to review the Draft Site Characterization report for the CITS sites. QA/QC issues were discussed and there is a need for further data validation before the report can be approved. Iin the Hazmat area, DRO and benzene levels remain above cleanup levels. DRO, GRO, BTEX, and total lead have impacted the ground water at the HazMat area. The lead contamination in the ground water is thought to be assocated with a larger benzene plume north of the HazMat area. |

Site Characterization Report Approved |
Staff approved the site characterization report for this area. Data from 2002 and 2004 indicate DRO- and benzene-contaminated soils exist above ADEC Method Two cleanup levels. Ground-water sampling results indicate DRO, GRO, BTEX, and total lead concentrations exceed ADEC Groundwater cleanup levels. The northern portion of this ground-water contamination is thought to be a result of re-fueling and de-fueling activities along the flightline, and this contamination is consistent with the contamination at existing IRP site ST13/DP26. However, the southern extent of the northern plume is not clearly defined, but it is possible the southern and northern plumes are actually part of one large plume based on presence of similar constituents of concern and the proximity to the fueling location and flightline. The report stated that additional characterization may be needed to better define the plumes. The Air Force may expand their bioventing system to include this site. 4. ADEC does not consider this effort a complete characterization as required by 18 AAC 75.335 because the cleanup levels and techniques were not proposed in the report. Additionally, the report did not evaluate the potential threat to human health, safety, and the environment from the contamination. This step is often evaluated in a conceptual site model (CSM) and in calculations of risk. Since this information was not included in the characterization report, ADEC would expect this type of information in a future proposed cleanup plan for this site. |

All of the sites have underlying PFAS contamination and are within the PFOS/PFOA groundwater plume. The Decision Document describes the remedial actions at Eielson Source Areas SO075, SS078, SO504, MY512, and MY518, all of which are associated with potential contamination resulting from petroleum, storage, distribution, and/or use. The U.S. Air Force (USAF) is managing
remediation of petroleum, oil, and lubricants (POL) or petroleum-related contamination at these
source areas in accordance with the State-Eielson Agreement (USAF 2014d), the two-party agreement. Any Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) constituents remaining will be addressed by transferring source areas back to the Eielson Air Force Base, Federal Facility Agreement Under CERCLA Section 120 (USAF 2013a), the three-party agreement. |

DEC approved Land Use Control (LUC) boundary updates that were discussed at the 23 October 2023 meeting. The updated site boundaries were based on site evaluations performed since initial interim LUCs were place on the sites. Site SO075 boundaries are being expanded northeast to capture soil contamination. SS078 is being expanded to include a proposed monitoring well. MY512 was recommended for collapse and a shift north to include two monitoring well locations. MY518 and SO504 were recommended for site closure, but will retain current LUC boundaries until a final DEC decision is made. |
