Problems/Comments
Free product and petroleum contaminated soil discovered at nine-feet below ground surface at permafrost level in excavation for drainfield on residential property. Several cubic yards stockpiled on-site, no groundwater encountered, excavation backfilled with clean soil. Suspected to be a historical release from either the CANOL or Haines pipeline, residents have encountered fuel odors near the pipeline in the past. Fuel odors at the residence have abated. DERP or NALEMP program.

1/12/2007 | Update or Other Action | Army Corps of Engineers notified DEC it is still evaluating the site for the Formerly Used Defense Site (FUDS) program eligibility. The CANOL #4 Pipeline has been determined to be a FUDS and it includes the Carbon allotment, which includes the "Frank residence". Project eligibility is still being determined; a positive determination is needed before the Corps of Engineers can conduct site characterization or cleanup work on the site under the FUDS program. | John Halverson |
1/7/2008 | Update or Other Action | Project eligibility for FUDS from the CANOL Pipeline is still being evaluated. INPR expected to be completed sometime in FY09. | Tamara Cardona-Marek |
3/21/2008 | Exposure Tracking Model Ranking | Initial ranking with ETM completed. | Tamara Cardona-Marek |
12/28/2015 | Update or Other Action | Site management changed to Carnahan. | John Carnahan |
7/30/2019 | Update or Other Action | DEC commented on a TWUA permit for water use from Yarger Lake. Surface water will be withdrawn from Yager Lake to be used in a bentonite slurry for directional drilling during installation of a fiber optic cable. This specific surface water withdrawl location is close to two sites where we know product has been seen and porewater next to the lake is contaminated, including the Frank Residence. Due to the proximity of many contaminated sites along the overall project route, the Contaminated Sites Program recommended submitting a pre-construction or soil handling workplan to the Contaminated Sites Program for review prior to excavation activities. | Gretchen Caudill |
