Problems/Comments

Building 157 (BRAC Site 103) was a laundry and dry cleaners on the Old Post. The building was demolished in the late 1960s, however two underground storage tanks(number 400 and number 398) were left in place. The tanks were removed in 1998. During removal, approximately 140 cubic yards of diesel contaminated soil was removed from the tank 400 location and transported off site for treatment. Sampling from the limits of the excavation indicate that contaminated soil was left in place with a maximum concentration of 2,700 mg/kg for diesel range organics. Tank 398 was determined to be a recycled pressure vessel with holes cut into the bottom. It is believed that Tank 398 was used as a dry well for disposal of dry cleaning actities in Building 157. No indications of contamination were observed during the removal of Tank 398. Confirmation samples from the Tank 398 excavation were analyzed for gasoline, diesel, and residual range organics, volatile organic compounds, metals, and polychlorinated biphenyls. Confirmation sample results were all below cleanup levels. Additional sampling was performed at the tank 400 area in September 1998 to determine the lateral and vertical extent of remaining contamination. Three soil borings were installed randing from 30 to 40 feet in depth. Sample results from the borings were all below the cleanup levels. In 2004, the site was part of a large passive soil gas survey. Soil gas modules were placed on a 50-foot grid over the former building location and surrounding area. Total petroleum hydrocarbons and volatile organic compounds were detected below action levels. This site was closed under the Final Record of Decision, Nine Installation Restoration Program Sites, Fort Greely, Alaska, dated August 2009.

10/1/2004 Institutional Control Record Established In the October 2004 Draft Decision Document Fact Sheets, administrative controls (ACs)were established in order to minimize risk to human health and the environment. The site is included in the post’s Geographic Information System (GIS), a tool used in the Dig Permit process for notifying contractors, workers, and base personnel of the potential for contamination to exist at this site. The Dig Permit process is used to prevent installation of water production well(s) through the contaminated area, and prevent removal of contaminated material from the site to off-base locations or to environmentally sensitive areas. If future land disturbance activities at the site encounter contamination, the contaminated material encountered will be properly remediated or disposed of in accordance with applicable regulations. 4/12/2005 Update or Other Action In the 2005 Site Characterization Workplan, it was determined that Unknown Tank No. 398 is likely to be the drywell at Building 157. Previous investigations during the removal of Tank No. 398 indicate low contamination along the edges of the excavation up to 7.2 mg/kg and RRO up to 15.9 mg/kg. Previous investigations in 1997-1998 indicate contamination from Tank No. 400, which was removed along with 136 cu. yds. of soil, remains at the site with DRO up to 2,700 mg/kg and BTEX ranging from 0.48-0.56 mg/kg. ADEC concurred with no further site characterization needed at the site. Emily Youcha
5/25/2005 Meeting or Teleconference Held Staff conducted a site visit of Fort Greely. Summer fieldwork is underway and includes soil gas surveys, drilling and sampling several deep boreholes, and installation of at least two new monitoring wells. 5/23/2007 Update or Other Action The Alaska Department of Environmental Conservation (ADEC) received the Groundwater Monitoring and Data Analysis Work Plan Fort Greely, Alaska on April 27, 2007. This work plan abides by the 2005 Final Work Plan with modifications to the wells and analytical parameters to be monitored particularly the addition of polycyclic aromatic hydrocarbon analysis at monitoring wells MW-12, MW-13, and MW-14. Additionally, the pump type used in sampling the monitoring wells will be changed by replacing the Grundfos Ready Flow pump with a QED Sample Pro 1.75 inch bladder pump and QED MP10 controller, or equivalent. All other sampling methodology will remain the same as the 2005 Final Plan. The final modification to the 2007 Work Plan is the addition of Volatile Organic Analysis/1,2-dibromoethane monitoring at drinking water wells ECP2 and ISFAC at the missile field. An updated list of wells to be monitored, and the parameter for analysis from each well, for upcoming sampling events has been provided to replace Table 5 of the 2005 Final Work Plan. ADEC has completed its review of this document and has found that the Groundwater Monitoring and Data Analysis Work Plan Fort Greely, Alaska for 2007 adequately meets the requirements set forth in 18AAC75.355, and with the addition of the previously agreed upon amendment, this work plan is approved. 7/2/2007 Update or Other Action The Alaska Department of Environmental Conservation (ADEC) has completed its assessment of the environmental laboratory data and quality assurance requirements as set forth in ADEC Technical Memorandum 06-002 for the Groundwater Monitoring 2006 Analytical Data Report Fort Greely, Alaska, February 2007. The report adequately addresses the requirements set forth by ADEC for both laboratory data packages and Quality Assurance (QA) Summaries, therefore the report is approved. Zachary Richter

2/3/2009 Meeting or Teleconference Held Contaminated Sites (CS) staff met with Glen Shonkwiler, US Army Space and Missile Defense Command/US Army Forces Strategic Command (SMDC/ARSTRAT), February 3. A draft decision document titled “Record of Decision for Nine Installation Restoration Program Sites Fort Greely, Alaska” (ROD) was discussed. CS staff communicated recommendations addressing changes proposed by SMDC on two of the nine sites. These changes differed from the “Proposed Plan” that was released to the public in June, 2008. Comments are being prepared and briefing documents updated to address the Draft ROD. Mr. Shonkwiler also discussed several sites that were evaluated and sampled in 2008 that may be included in another decision document this year. 4/3/2009 Update or Other Action The Draft Record of Decision Nine Installation Restoration Program Sites Fort Greely, AK (December 2008) document review comments letter has been submitted to the Army contact, Glen Shonwiler. The nine sites include two sections of the nuclear reactor wastewater pipeline (BRAC sites 90 & 132), a petroleum spill site along the wastewater pipeline (Station 21 + 25), three old unpermitted landfills(BRAC sites 31, 32 & 88), USTs at a former laundry facility (BRAC site 103), a waste drum storage area (BRAC site 48), and an active refuse burn pit (BRAC site 89).
