Problems/Comments

In 1999, multiple large petroleum stained areas observed on the property were confirmed and a release of 1,000 gallons of fuel occurred within the containment of two 10,000-gallon ASTs. Soil samples collected from the site contained DRO up to 35,700 mg/kg. Fuel storage practices include the two 10,000-gallon ASTs with holes in the containment liner and a highway tanker and connex that contain large amounts of fuel with no containment. Phase I and II Preliminary Assessment Report identified visible petroleum sheen on all of the streams around the airport apron. In 2015, a Jespersen Aircraft Services truck leaked an estimated 10 to 70 gallons of diesel at the site. A total of 28 cubic yards of contaminated soil was removed. The 2015 spill event was closed by PPR in 2017. 7/1/1999 Site Characterization Report Approved ADEC received the Prospect Creek Airport Lot 1, block 1 Phase I/II Environmental Site Assessment submitted by Nortech dated July 1, 1999. The main structures observed at the site were two 10,000-gallon ASTs (Note: these appear to actually be 15,000 gallon not 10,000 gallon tanks where a release later occurred on 7/29/1999 - see action) inside a containment area with multiple small tears along its border. One of the elbows on the hoses was placed over a pail that was half full. Stains were noted below pipe fittings above the liner. Multiple stains on the property were observed outside the diked area including around the pump house and at a 55-gallon drum. A visual sheen was noted on the stream around the apron. Six surface soil samples collected and analyzed for GRO and DRO contained DRO up to 35,700 mg/kg. This soil sample was collected from a stain near the pumphouse. A soil sample collected below the liner of the two 10,000-gallon ASTs contained DRO at 829 mg/kg. Former Staff

7/29/1999 Update or Other Action Overfill of a 15,000 tank (assumed 10,000 gallon tank) occurred within it's liner on this date. The estimate of quantity spilled was 1,000 gallons. Approximately 2,400 gallons of water and fuel mixture were recovered from within the liner. Reportedly the spill did not leave containment. However, the tanks and liner were removed and contaminated soil was excavated beneath it. During soil removal an historic unknown containment liner was discovered some feet below grade. 6/4/2008 Update or Other Action Dan Klaes and Merv Gilbertson BSL responded. They said work was done and they would send reports of work after 1999. That was two + months ago and no reports were furnished. John Carnahan. says that DOT contacted us wants to clean up site so they can lease. Possible state lead and cost recovery in works. 6/19/2009 Brownfields Award Notice to proceed was awarded to Oasis through SPAR term contract. Project managed under Reuse and Redevelopment Program. FY 2010 State of Alaska Capital Improvement Project (CIP) funds $10,579 awarded for a limited site characterization of ADOT&PF Prospect Creek Airport. Current status: project complete. 7/6/2009 Meeting or Teleconference Held DEC held a stakeholder meeting on the Prospect Airport Lease Lot 1 site. Participants of the meeting included representatives from DOT, DEC, and Oasis (consultant for the project). The purpose of the meeting was to discuss the objectives for the work that was planned for the site and provide an opportunity for anyone to ask any questions. Deborah Williams
8/24/2009 Update or Other Action DEC received the Environmental Management Plan for the Block 1, Lot 1, Prospect Creek Airport. According to the report, the Prospect Creek Airport apron Block 1, Lot 1 has been used for fuel dispensing and storage since the airstrip was developed in the early 1980s. In addition to the last leaseholder (Dan and Lynda Klaes) at least five other tenants stored and transferred fuel at the site. In 2000, subsurface soil contamination and an old liner were discovered while cleaning up a 1,000-gallon diesel release. There have been two significant documented spills on or adjacent to the site. Big State Logistics released approximately 1,000 gallons of diesel into a lined containment area in 1999. Alyeska Pipeline Service Company records show a 1,600-barrel or gallon release of gasoline from a ripped fuel storage bladder, also to lined containment. Surface contamination was removed in 2000, so remaining contamination is limited to subsurface soil and possibly groundwater. The degree and extent of the contamination in soil and groundwater are not known. Deborah Williams

DEC responded that it does not take a position on whether DOT can or cannot lease property, so long as the use considers exposure pathways (primarily vapor intrusion) in any development interests. 12/30/2016 Site Characterization Report Approved ADEC received the Phase II Environmental Site Assessment/ Release Investigation Prospect Creek Airport submitted by ARE Services and dated December 2016. Excavation of contaminated soils took place in the parking area on the west side of the south end of the runway. Approximately 28 cubic yards (37.38 tons) of contaminated soil was excavated during the course of cleanup operations and transported to OIT for treatment by thermal remediation. The dimensions of the final excavation pit measured 18’ by 22’. The final depth of the excavation was 1.5’-2.0’bgs. Groundwater was encountered at 1.5’-2.0’ bgs. Subsurface analytical soil samples were collected from the sidewalls of the excavation pit to verify final site conditions. No analytical samples were collected from the base of excavation due to groundwater infiltration. A groundwater sample was also collected to determine status of groundwater conditions at the site. Sidewall Soil samples collected contained DRO up to 2,480 mg/kg. A groundwater grab sample collected from the standing water from the excavation bottom contained DRO up to 33.6 mg/L Grant Lidren
2/2/2017 Update or Other Action PPR Program provides Jespersen Aircraft Services a letter of No Further Action for its cleanup pertaining to spill from leaking fuel truck. Spill no. 15309930301. A total of 28 cubic yards of soil were removed from what was estimated as a 10-70 gallon leak of diesel fuel, emanating from a vitriolic valve. Contamination that remained below the excavated soil was attributed to historical releases. John Carnahan
