DEC reviewed the cleanup reports for the Charcoal Island HOT UST Contaminated Site in Sitka. The cleanup and soil remediation associated with Lots #170 and #172 is completed. The 1995 Jones Report identified four other locations, three on Charcoal Island and one on Alice Island, where leaking underground heating oil tank releases are responsible for elevated concentrations of diesel range hydrocarbons (DRO) in soil. Samples #3, #5, #6, and #7 had DRO ranging from 266 to 3,760 mg/kg. Ledger code requested. |

DEC evaluated the status of the site using the environmental tracking module. Groundwater ingestion is the controlling exposure pathway, however no potable wells have been found on the island. Ground water is present at a depth of 8 to 10 feet below ground surface and is influenced by marine waters. The area is served by the City and Borough of Sitka Public Drinking Water System. |

The last identified contaminated site on Charcoal Island could not be excavated in 2001 because access was prevented by an overlying stockpile of shot rock. The material was removed in 2008 allowing excavation and soil screening in September, 2008. Final Cleanup Report 2001-2008 Contaminated Soil Excavations on Charcoal and Alice Islands, prepared for Shee Atika Inc. by Southeast Management Services, was submitted to ADEC in January, 2009. The Final Report states that all soil screening samples had zero readings for volatile compounds but nearly one cubic yard of stained material was separated from the site and was transported to the Juneau Hazardous Waste Recycling Program in November, 2008. Analysis of samples of residual soil collected from the limits of excavation had concentrations that were below Method Two Table B2 soil cleanup levels for DRO and RRO. The disposed soil had DRO concentrations up to 3,100 mg/kg and RRO concentration up to 8,400 mg/kg. |

Evaluation of the VCP cleanup plan at the Charcoal and Alice Island HOT UST sites reported in 2001 Final Report Summary of 6/11-13/01 Cleanup Actions for Other Charcoal Island & Alice Island Sites (not on Lots 170&172) AND the 2008 Final Report laboratory data quality and adherence to 18 AAC 75.380 requirements for site closure. Nine contaminated sites locations that were identified in 1995 have been assessed and cleanup remedies are completed. |

DEC is establishing safeguards against potential exposure to petroleum contaminated ground water on Charcoal and Alice Islands in Sitka. In accordance with Chapter 18 Alaska Administrative Code 75.350, DEC has determined that ground water beneath the surface is not a drinking water source, does not influence an existing drinking water source and has no potential to become a drinking water source in the future. |

Cleanup Complete Determination Issued |
DEC has completed a review of the environmental records associated with the Charcoal Island HOT USTs contaminated site located on Charcoal and Alice Islands in Sitka. Based on the information provided to date, the DEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and this site will be closed. The decision for cleanup complete status is based on the administrative record for Charcoal Island HOT USTs, which is located in the offices of the DEC in Juneau, Alaska. Although a Cleanup Complete has been granted, DEC approval is required for off-site soil use or disposal in accordance with 18 AAC 75.325(i). It should be noted that movement or use of potentially contaminated soil in a manner that results in a violation of 18 AAC 70 water quality standards is unlawful. This Cleanup Complete determination is in accordance with 18 AAC 75.380(d) and does not preclude DEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment. |
