Problems/Comments

Lead contaminated soil from paint chips flaking from facility buidlings. In 2002, members of the Juneau Lighthouse Assn. removed about 100 gallons of paint chips from around the facility. Disposal location unknown (Jacobs Engineering, January 2003 Removal Action Report) Buildings occupied some of the time.

6/14/2006 Update or Other Action The USCG Aids to Navigation Team is working to locate a new fiberglass hut at the site. This work will entail the construction of a concrete pad, perhaps some sonotubes and minor earth work within the lead contaminated area of concern. The site selected is where soil was previously removed with elevated lead and replaced with a 4” gravel cap. The work will entail removing only the gravel cap and replacing it with a poured concrete slab. Thus this action will not disturb any soils with elevated lead, and will decrease exposure potential from soils beneath the pad. For sonotube locations and other work minor work, if any other soils are disturbed outside the capped area but within the area of concern, they will not be moved from the site and will be spread and seeded on the lawn area. The site wide average lead concentration and exposure potential will be reduced or remain static. Bill Janes

4/18/2017 Institutional Control Periodic Reporting Received a copy of the annual IC Verification letter for Five Finger issued by Juneau Lighthouse Association to the U.S. Coast Guard. The letter states that the soil surrounding the lighthouse has not been disturbed for the years 2015 and 2016. ADEC had requested the Juneau Lighthouse Association provide copies of the letters they issued to the Coast Guard for years 2012-2014; however, they lost those files moving their operating system from PC to Mac. 4/18/2018 Institutional Control Compliance Review IC compliance review conducted. We have not received the required written certification regarding condition of the soil caps for years 2017 or 2018. Contacted the USCG and they have not received this information either. A letter was issued from the Contaminated Sites Program requesting the required annual written certification for both years. 4/18/2018 Institutional Control Update Spoke with the President of the Juneau Lighthouse Association. It's easier for them to get out and visit the site in June, so I approved that they could email their annual certification by the end of summer each year. They will plan to take a few photos during this year's site visit to include with their update. They may also be changing their mailing address and will let us know when that happens. Description Details
Maintenance / Inspection Of Engineering Controls The soil cap with its stabilizing vegetation must be maintained. Do not remove or excavate the vegetation without first contacting and receiving written approval from ADEC.
Other Written certification is required annually to the United States Coast Guard in Juneau, Alaska on the condition of the soil caps surrounding the building exteriors at the Five Finger Light Station.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
