CSP issued a letter on 11/29/02 that it did not object to the implementation of AlaskChem Engineering’s (AlaskChem) workplan dated 10/7/02. On 10/22, CSP discussed with Hulbert of AlaskChem that because the workplan was premised on the findings of the groundwater investigation on the lot next to Prescott Equipment Rampart Drive, i.e., the MOA 2839 Mount View Drive property, that the CSP would hold off providing comments until the findings of that investigation was available. Hulbert agreed to this approach.
Hulbert then provided CSP with a portion of the draft report from the MOA’s groundwater investigation that he had obtained from the MOA. Based on this preliminary data, Hulbert submitted on 11/13 via e-mail a supplemental plan titled “2774 Rampart Drive; Groundwater Investigation Workplan; Further Comments and Request for Allowance to Proceed” dated 11/9/02.
The AlaskChem groundwater workplan proposes to install three microwells using a rather unorthodox direct push technique, and sample groundwater for petroleum and volatile organic compounds in the northeast corner and southeast corner of Lot 3. During this investigation, the northeast corner was targeted because of recent findings on the MOA property that indicates groundwater flow direction may be from their property, where TCE was detected, towards your property in a southwest direction. The southeast corner of Lot 3 was targeted because it appears down-gradient from a reported leach pit location on the MOA property.
The CSP non objection letter was caveated that the groundwater data obtained will be reliable and representative of the groundwater in those areas. The CSP also requested that AlaskChem coordinate with the MOA prior to implementing its workplan so AlaskChem can hopefully take groundwater measurements in monitoring wells on the adjacent MOA property to assist them in the development of the groundwater map. |

Sundet met with Michael Krueger of the MOA with their legal counsel Rhonda Fehlen-Westover; Alaska National Guard representative Norman Straub; and Mrs. Henrickson, Ralph Hulbert, Tim Spernak her real estate agent, and Andrew Behrend, her legal counsel, to discuss the next steps to investigate the TCE groundwater contamination found at the AK Guard Mt. View Armory site now owned by the MOA and the adjacent Prescott Rampart Pipeyard site.
Hulbert proposed that he submit a plan for a soil vapor gas investigation around the former dump area on both properties and perhaps, off the properties up gradient, e.g., Block 2, Lot 13 or the right-of-way for Mt. View Road. Hulbert noted that the work could begin on 5/1/03 as soon as the frost goes out of the ground and a brief report provided to all parties by 5/15/03. Sundet noted that CS would prepare to begin a drinking water well survey immediately and that after Hulbert's data is received, another such meeting occur for the next step(s). Action can then be proposed if a RP is identified as a result of that work, or the CSP pursue performing a groundwater investigation. |

In a letter dated 4/4/03, the CSP provided comments regarding AlaskChem's 4/1/03 dated workplan that proposed a soil vapor gas investigation on the MOA property at 2839 Mt. View Drive and the adjacent Prescott Equipment Pipeyard site at 2774 Rampart Drive. The plan was received by CSP via e-mail on 4/1 and is in follow-up to a meeting between MOA, Prescott Equipment, Alaska Army National Guard, and CSP on 3/25/03. The soil vapor gas investigation would be performed in early May and a final report be provided to the MOA, CSP and Alaska National Guard by 5/15/03. The purpose of the investigation is to hopefully determine the source(s) of the TCE groundwater contamination found on both lots. |

On 5/27/03, the CSP issued a non-objection letter to the MOA, Mrs. Henrickson and the Alaska Army National Guard regarding AlaskChem's proposal to begin a Phase II soil vapor gas investigation on the Prescott Pipeyard and the adjacent MOA property. The AlaskChem report for the Phase I soil gas investigation including the subject workplan was submitted to CSP via email on May 15, 2003 and titled "Soil Vapor Investigation on 2774 Rampart Drive and 2839 Mountain View Drive, Results of Round 1" dated May 15, 2003.
CSP's letter also noted that the workplan proposed up to 4 new monitoring wells would be installed but did not specify who or when they would be installed. Based upon the findings of the Phase I soil vapor gas investigation which was inconclusive, and that this work would not include further groundwater investigation work, the CSP informed the MOA, Mrs. Henrickson and the Alaska Army National Guard that it would perform a groundwater investigation unless one or more of the parties informed the CSP by 5:00 PM on 6/6/03 that it would perform this work by 6/30/03. |

In response to a submittal received by CSP from the Municipality of Anchorage that noted that information was incorrect in the NFRAP/IC and ROD issued for this site regarding land ownership, on 9/20/04 CSP informed Prescott Equipment that it had amended the NFRAP/IC and ROD. The amendment noted that the MOA never leased the property to the AKANG. Information in the NFRAP and ROD was based upon several environmental reports that were on file. The 9/20 letter included a time line for land ownership for both Lots 9 and 10, Block 3, First Addition, Alaska Industrial Subdivision in Anchorage.
The letter also noted that CSP understood that Prescott Equipment recently sold the subject property and requested information on the new owner so it could keep the new property owner informed regarding the contaminated site. |

On 10/22/04, DEC received a fax from Steve Hershbach of Alaska Mining & Diving that granted access to DEC to perform groundwater monitoring and surveying. Steve also noted that the two monitoring wells were somewhat impaired because the contractor that they had level the surface of the land ran over the wells and the cap was found on one some distance away and the other was not found. Steve noted that his company would repair the monitoring wells. In a followup conversation that day, Steve requested coordinates of the wells and Sundet faxed him the coordinates and mailed a copy of the final Oasis report to him. Steve noted that he would contact Oasis to repair the monitoring wells and inform DEC when this work was finalized. |

In follow-up to a conversation on 11/12/04, DEC issued a letter to Stephen Hershbach of Alaska Mining & Diving that based upon a 11/12/04 report by Oasis, that it requested that MW-7 be decommissioned because grading activity had filled the monitoring well with soil above the water table. DEC requested a brief report within 30 days of when the well would be decommissioned and that the well be decommissioned by 12/15/04. Oasis will install three additional groundwater monitoring wells and up to two contingency wells based on field screening results. Eight of the monitoring wells plus any contingency wells will be sampled to characterize the current extent and magnitude of the TCE groudnwater plume. |

ADEC recieved the 2013 Groundwater Investigation Report. Two wells were installed and groundwater was sampled at seven wells. TCE was the only COC detected above cleanup levels and concentrations ranged from non-detect to 0.142 mg/L, exceeding the cleanup level of 0.005 mg/L. |

Reviewed 2015 Vapor Intrusion and Sub-Surface Investigation Report for Prescott Equipment-Rampart Drive. The investigation consisted of two rounds of sub-slab vapor sampling at the International Wood Industries building at 429 Industrial Way and a subsurface investigation into the nature and extent of soil and groundwater contamination at the Anchorage Vehicle Processing Facility at 2945 Mountain View Drive. Sub-slab vapor samples were collected from three sampling ports on two occasions in 2014. During one event, 1,1,2,2-tetrachloroethane was detected above the commercial target level however the duplicate sample was below the detection limit for this compound. All other results from both sampling events were below commercial target levels. To evaluate the extent of contamination to the North, four soil borings were advanced and sampled and temporary monitoring wells were installed for groundwater sampling. TCE was detected in soil in two of the borings at concentrations up to 2.06 mg/kg and in groundwater in one of the wells at 0.158 mg/l. Analytical data suggest the extent of the plume was successfully delineated as a result of these investigations. |
