From spill response file: ADEC spill response staff received the "Site Characterization for Diesel Fuel Release, Chitina Power Plant, Chitina, Alaska, November, 2002" report for work done in September 2002. Site work is described in the report as partial site characterization consisting of excavation, removal and stockpiling of approximately 165 cubic yards of petroleum contaminated soil; field screening and collection of soil samples for BTEX, DRO and RRO analysis; and collection of soil samples for PCB and lead analysis. Contaminated soil directly beneath the source area was removed to bedrock at 16.5 - 18 feet below ground surface. Samples collected from the limits of the excavation exceeded cleanup levels for BTEX, DRO and RRO. PCBs were not detected in soil below a leaking, modern transformer. Soil collected adjacent to a pallet of 12-volt batteries did not exceed ADEC cleanup levels for lead. Consultant BESTECH recommended additional characterization including sampling the community drinking water well located approximately 486 feet southwest of the contaminated area. |

From spill response file: ADEC received notification by email from consultant BESTECH (Boreal Environmental Services and Technology) that BESTECH believes contamination is confined to the area between a trench excavated on the south side of the generator shed and the north side of the generator shed. The email also notes that water samples taken from the community well were no-detect for PAH, BTEX, DRO and RRO. |

From spill response file: ADEC received the "Addendum to Site Characterization, December 2002" report for additional work performed with ADEC spill response approval pursuant to the recommendations in the November 2002 site characterization report. Approximately 102 square feet of surface area was excavated during the investigation, including soil removed to bedrock within a trench excavated approximately 34 feet long and 3 feet wide south of the existing Chitina Power Plant generator shed to determine whether contamination was present on the opposite side of the generator shed from the spill site. |

ADEC spill response staff transferred the site to the Contaminated Sites Program in a memo dated February 4, 2003. The memo provides contact information for representatives of the Native Village of Chitina Power Plant (CPP) as the responsible party and summarizes work done through that date. All excavated contaminated soils were placed in a lined remediation cell about 200 feet to the East-Southeast of the excavation at the former generator building for treatment by cell remediation as described in the Sept. 12, 2002 corrective action plan submitted by BESTECH. |
