These ICs include: Garrison Slough is listed as a restricted use area in the base management plan, a verbal warning is given to persons receiving a fishing permit for Eielson AFB, the slough has been designated a catch-n-release area by AK Fish and Game, any activity that may result in the disturbance of a remedial action must be approved by CES/CEV, any activity that may result in exposure to or removal of contaminated soil or sediment requires approval by CES/CEV, any contam. soil or sediment removed from the slough will be treated according to regulations, and a requirement to notify ADEC and EPA of any proposal to change the existing land use or land use controls at the site. |

Staff participated in a teleconference with Eielson Air Force Base regarding their plans for this field season and the polychlorinated biphenyls (PCBs) in Garrison slough. In 2004, they plan to upgrade the bioventing system at the ST10/SS14 tank farm site and do further delineation at the ST13/DP26 hazmat facility. Additionally, they will continue with the sitewide monitoring program. The results from the fish tissue sampling in Garrison Slough indicates that the fish are still accumulating unacceptable levels of PCBs. The Air Force agreed to complete a limited feasibility study in 2004 to evaluate further remedial alternatives for this site. |

Staff participated in a meeting on June 7th with Eielson Air Force Base (EAFB) personnel and personnel from the Agency of Toxic Substances and Disease Registry (ATSDR). ATSDR is going to complete a public health assessment at EAFB and they discussed their scope and timeline in the meeting. From June 7th to 11th, they will be meeting with individuals from Tanana Chiefs Conference, residents of Moose Creek, and EAFB residents as well as EAFB environmental staff to determine land use and public concerns about the environmental contamination. After this is complete, they will review the many reports that describe the extent of contamination. Then they will assess the potential threat to human health and issue a report on their findings. ATSDR expects to have a draft report out by November 2004. |

Staff attended a meeting on December 15 with EAFB staff. Preliminary results from the Garrison Slough fish tissue sampling do not show decreasing levels of PCBs. Results from grayling fish tissue show concentrations up to 300 ppb, and high concentrations in young fish. It is anticipated that a three year program to characterize the impacted channel and remove the PCB-contaminated soils to residential cleanup levels will occur beginning in 2006. Eielson AFB requested to stop sampling the fish tissue this year. ADEC concurs that fish tissue sampling will not be necessary this year because a removal action of the PCB-contaminated sediments will likely occur beginning in 2006. |

Staff reviewed the 2004 Sitewide Monitoring Report for Garrison Slough. Data show PCBs in fish tissue is still above the Remdial Action Objective, but is generally declining. EPA and the Air Force recommended to remove the contaminated fish from the slough. EPA, ADEC, and the ADNR Division of Habitat concurred that older contaminated fish should be removed from the slough to decrease PCB loading back into the slough upon the death of the fish. EPA and ADEC requested Eielson place signs near the slough to inform the public of the fishing restriction on Garrison Slough. The fish gates will remain in place and re-sampling will occur after two seasons of fish removals. DEC recommended fish tissue sampling every year until the 2013 ROD review in order to evaluate the uptake of PCB contaminated sediments in young fish. Eielson AFB is currently in the process of applying for a permit from Alaska Fish and Game to conduct the fish removal action. It is possible that Eielson will just decide to remove the undredge seciton of PCBs greater than 10 ppm, or dredge the entire section to 1ppm. |

Staff reviewed the 2005 Sitewide Monitoring Workplan for Garrison Slough. The consultant will continue to remove PCB contaminated fish from Garrision Slough this summer to decrease contaminant loading back into the slough. Staff had a telephone call with Eielson AFB to discuss their long-term monitoring program optimization. Eielson would like to apply "event-driven monitoring" to many benzene-contaminated sites, where monitoring would occur when the concentration reached the MCL at a predicted time. They are using MAKSENS to do the statistical regressions and come up with a slope indicating benzene degradation rates. This slope would predict when the concentrations would reach the MCL and monitoring would occur at that time only. They would like to apply this slope to other "similar sites" to predict when the concentrations would reach the MCL. Eielson submitted the concept to AFCEE for review, but apparently AFCEE requested more data, which Eielson did not have. At this point, DEC has not reviewed any data on this concept and requested Eielson submit a report showing the data and justification of their assumptions. |

Contaminated Sites staff participated in a facilitated three-party meeting with the Air Force and Environmental Protection Agency (EPA) covering the environmental restoration at Eielson Air Force Base. The meeting was held in Seattle at the EPA Region 10 office. CS and the facilitator called for the meeting due to poor communication between the three parties and growing disagreements on matters fundamental to regulatory oversight on Eielson. Initially, each of the three parties was given an opportunity to talk generally about their involvement with the work at Eielson and their concerns. This lead to discussions of the Federal Facility Agreement (FFA) between the parties for base, as it appears that each party interprets specific sections of the FFA differently. Other topics discussed included the applicability of Freedom of Information Act exclusions applied to draft documents submitted to DEC, Eielson's plans for changing the frequency of groundwater monitoring for selected contaminated sites, vapor intrusion as a pathway to reconsider in the upcoming five-year review of records of decision, challenges posed by enforcing institutional controls as part of site remedies, and spill reporting coordination with DEC. |

ADEC participated in Eielson's 5 year ROD Review with EPA and Eielson. The sites covered in the ROD Review were the following: ST20, ST48, SS50-52, ST10/SS14, ST13/DP26, DP44, WP45/SS57, ST56, SS61, DP25, ST58, LF03/FT09, WP38 and SS67. Bioventing systems for ST10/SS14 and ST13/DP26 will cease operation during the summer of 2008. ADEC is concerned about LTM issues with SS35 and SS37 because of the potential for spills to be released from buried containerized wastes which are present at both of these sites. The vapor intrusion pathway will be evaluated at many of the sites where there are volatile compounds as a COC at the site and where there are potential receptors. All of these sites will be incorporated into Eielson's Land Use Control plan for the Base and the long term monitoring will be Event Driven Monitoring Program. |

CERCLA ROD Periodic Review |
ADEC issued a letter of concurrence on the 2008 Five-Year ROD review for Eielson AFB. In the letter ADEC concurred with the current remedies but recommends further work on the following: the vapor intrusion pathway needs to be evaluated for all potential receptors at WP45/SS57 site along with further evaluation of the selected remedy to ensure the Remedial Action Objectives are going to be met. The buried drums remaining at SS35 may still contain product that may pose a potential risk to ecological and human health risk in the future. The area of buried drums identified outside of SS37 may pose a threat of an imminent release of hazardous substances and warrants further investigation or response action. As stated in the 2008 Five-Year ROD Review, the overall long-term protectiveness determination for the Sitewide OU/Garrison Slough remedy will be further investigated. A Land Use Control Management Plan should be developed and implemented. |

Site Visit |
A meeting and site visit were planned at Eielson, but the meeting was moved to the DEC office when Eielson staff refused to allow EPA and DEC attorneys access to the Air Force Base. Topics discussed during the meeting were: spill reporting, Event or DQO Driven Monitoring, documentation of groundwater sampling and analysis plans, and PCBs in Garrison Slough. It was determined that the spill reporting issuses would be addressed through the Statement of Cooperation Working Group as it was a larger issue than just Eielson. The Event or DQO Driven Monitoring topic created a lot of discussion, EPA and DEC did not believe the decision to go to this type of site wide monitoring was documented in the ROD, ROD Review, or met the requirements in the FFA. The Air Force stated that the topic had been discussed in meetings and briefings, DEC countered that discussions and briefings needed to culminate in Decision Documents. EPA requested that the SAP be updated as a follow on task to the meeting. On the topic of Garrison Slough the Air Force stated that due to decreased flow and discharge of diatomaceous earth from the Water Treatment Plant that removal of sediment was no longer practical, and suggested that since the approved cleanup level had been met in most of the slough, that further removal was not necessary. DEC suggested that the site be re-evaluated due to changing site conditions. After the meeting a site visit was conducted. The DEC attorney was not allowed on base, but the EPA attorney was allowed access after she provided her enforcement credentials. During the site visit, Eielson staff discussed their plans to conduct additional ZVI injections at the WP45/SS57 site. Neither DEC or EPA had received a workplan for this action. |

The draft Uniform Federal Policy – Quality Assurance Program Plan (UFP-QAPP) for SS67 is due on July 08 and it is anticipated that field work will begin August 24. EPA, ADEC, and AF conducted a site visit on 15 Nov 12. It was noted the field conditions for sampling differed from what was anticipated. The slough had not frozen solid even though temperatures have been well below freezing. This differing site condition has slowed the sampling effort to the point of making it not feasible to continue. The work is to stop and restart in the spring of 2013.
It was acknowledged by all parties that delaying the work will impact the five-year review. The data that was to be collected will not be available for the five-year review. All parties acknowledged this but still agreed that stopping the work and restarting in the spring is the correct thing to do in terms of safety and efficiency.

Staff reviewed and approved the After-Action Report on the Supplemental Remedial Investigation at Source Area SS67. Located on Eielson Air Force Base, SS67 is a poly-chlorinated biphenyl (PCB) contaminated source area that affects Garrison Slough. Fish from Garrison Slough are known to contain PCBs. As part of the 2012 field investigation, an effort was made to collect grayling from other water bodies and analyze them for PCB content. The intent was to establish background levels for PCBs in fish in order to determine whether the Garrison Slough fish were anomalous, or consistent with other fish in the region. The results show that grayling from Garrison Slough have significantly higher PCB content than fish from nearby Piledriver Slough, the Chena River, and the Chatanika River. The PCBs in Garrison Slough grayling may thus be attributed to contamination on Eielson rather than background levels. |

The Contaminated Sites Program, with assistance from the Dept of Law, finalized a settlement agreement with the Air Force and EPA establishing a plan and schedule for completing an updated Remedial Investigation and Feasibility Study (RI/FS) on Garrison Slough at Eielson Air Force Base. The slough is impacted by PCBs, pesticides and other contaminants. Eielson AFB is on the National Priorities List and cleanup is governed by CERCLA and a Federal Facility Agreement (FFA) signed by the Air Force, EPA and DEC. A 1996 Record of Decision (ROD) for Garrison Slough outlined necessary remedial actions; however, the Air Force did not fully implemented the remedy and contamination remains above risk-based cleanup levels. The settlement agreement was determined necessary to address alleged failure of the Air Force to comply with the FFA and ROD. The ROD and site remedy will be revised as appropriate after completion of the RI/FS. |

The AF submitted the Draft Supplemental Remedial Investigation (SRI) Report for Garrison Slough. Soil, sediment and fish tissue were sampled and analyzed for PCBs, pesticides and mercury. In general, soil and sediment PCB concentrations were below 5 ppm with the exception of two hot spots in the western region of the ditch. Pesticide concentrations were well below the soil cleanup levels, but exceeded the more stringent sediment screening levels. Hg only exceeded the action limit of 0.07 ppm in one sediment sample. Samples from the previously dreged areas of the slough detected lower concentrations of contaminants, and did not appear to be "recontaminating" due to movement of sediments in the slough. Fish tissue concentrations continue to decline, though were still significantly higher in Fish from Garrison Slough than in fish from other water bodies. |

EPA and DEC provided Joint Approval for the Final Remedial Investigation / Feasibility Study Management Plan for Source Areas SS062 and SS067 at Eielson AFB (July 2019). The purpose of this project is to collect additional information to assess risk to human health and the environment for the entire section of Garrison Slough that flows through Eielson AFB (SS062) and the polychlorinated biphenyl (PCB)-contaminated area (Source Area SS067), and to propose alternatives to protect the community and environment from any unreasonable risk posed by contamination within the slough. |

A Remedial Project Manager (RPM) meeting was held to provide an Update to the Garrison Slough SS062/SS067 Remedial Investigation/Risk Assessment. The Air Force presented analytical results from samples collected in 2019. The RPMs Discussed potential step-out sampling and the timing of the next surface water sampling event. |

DEC reviewed and approved revisions to the SS062/SS067 risk assessment scenarios and reaches (Eco exposure areas) that were proposed by the Air Force. The change revised the Eco exposure areas/ reaches from 5 separate areas to only 3 areas based on contaminants and land use. |
