Problems/Comments
This site is the location of the former AVEC tank farm in Old Harbor. The site formerly had four ASTs that stored diesel fuel. In 2001, the ASTs were relocated into a newly constructed containment basin located south of the former containment basin. The new location for the tank farm is further from the steep hillside. At the former location, the containment basin filled with snow, water, and debris during spring breakup. The total capacity of the ASTs was 41,200 gallons. Four test pits were excavated in the area of the former containment area and the former fuel pipeline. The most contaminated area was found in Test Pit 3. Soils within 6 inches of the liner, both above and below, exhibited a noticeable fuel odor. A sample collected 1 foot below the liner (2.5 feet bgs) had a DRO level of 5,930 mg/kg. The extent of contamination appears to be limited because a sample collected from the same test pit at 4 feet bgs, contained only 43.4 mg/kg of DRO. This site will be addressed by the TAPL Program.

6/12/2008 | Site Characterization Report Approved | Staff reviewed the January 2002 Hart Crowser Site Reconnaissance Report that identified petroleum contamination in soil samples at concentrations that exceed ADEC regulatory limits. Due to the limited sampling effort, the extent of contamination is unknown. Hart Crowser formed the belief, based on their field activities, that the extent of contamination is likely limited. The work plan was submitted on behalf of the Alaska Village Electric Cooperative by William Anklewich (Travis/Peterson Environmental Consulting Group, Inc.). 12/5/2008 | Cleanup Complete Determination Issued | In 2008, Travis/Peterson Environmental Consulting, Inc. (TPECI) conducted additional assessment activities in accordance with an approved work plan (September 22, 2008 Sampling and Analysis Plan). TPECI was unable to discern any visible signs of contamination that would help guide sampling locations. TPECI established a grid system that overlapped the footprint of former tank farm with a 10-foot square grid (twelve grid squares) established in the northern portion of the former tank farm site and a 20-foot square grid (four grid squares) established on the southern portion of the former tank farm site. One test pit was dug in roughly the center of each grid square. Samples from the northern half were collected from two depths within each test pit, one sample was collected approximately two feet bgs, and the second sample was collected at four feet bgs. Samples collected from the southern half of the grid were collected at 2.5 feet bgs. Field screening results depicted that contamination exceeding regulatory levels was not present. Four confirmation samples were collected based on the highest PID results and samples were analyzed for BTEX and DRO. BTEX constituents were not detected, the highest concentration of DRO was 75.5 mg/kg. Groundwater was not encountered during excavation activities, and groundwater is not anticipated to be within close proximity of the ground surface. The assessment actions to date have served to demonstrate that contaminant concentrations at the site meet regulatory cleanup levels. Based on the information available, ADEC has determined that no further assessment or cleanup action is required. There is no longer a risk to human health or the environment, and this site will be designated as closed on the Department's database. | Don Fritz |
