ADEC received Kizhuyak Bay Jetty Fuel-oil spill contaminated Soil Assessment & Remediation Recommendations Terror Lake Hydroelectric Facility near Kodiak Alaska, submitted by Nortech, dated February 7, 2002. On September 19th 2001 diesel fuel spilled from a storage tank waiting to be shipped. A small quantity, estimated to be 20 gallons, released into the surrounding soil. All visually contaminated soil, approximately 75 cubic yards, was removed with a backhoe. A site assessment was performed at the site on October 2001. Five confirmation soil samples and two GW samples collected from the excavation did not contain contaminants above ADEC cleanup levels. Two soil samples collected from the stockpile did not contain contaminants above ADEC cleanup levels. |

The stockpile remains and the RP will not receive a site closure letter until the stockpile has been remediated to the department's satisfaction. ADEC received Kizhuyak Bay Stockpile 2009 Sample Results dated October 6, 2009 and submitted by Nortech. Five soil samples collected from the onsite stockpile contained DRO up to 248 mg/kg. ADEC has no objection to moving the stockpile to the proposed location indicated in figure 2 with the following comments: the land spread stockpile must be at least 100 feet from surface water; the pile should be land spread 6 inches deep; and the landspreading activies will be photographed and summarized in a short letter report to the ADEC.

Cleanup Complete Determination Issued |
The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has completed review of the environmental records associated with the Kizhuyak Bay Stockpile. Based on the information provided to date, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and this site will be closed. This decision is based on the administrative record for the Kizhuyak Bay Stockpile, which is located in the offices of the ADEC in Anchorage, Alaska. |
