Problems/Comments

Overfilling of a 500 gallon heating oil AST at the Hooper Bay School resulted in minor DRO contamination in the soil. Samples taken in 1992 indicated DRO up to 200 ppm in soil stains beneath the tank. Total quantity of affected soil is estimated to be about ten cubic yards. Information received in April 2008 indicates that the soil contamination was associated with a BIA school AST located adjacent to the IHS clinic, the tank did not belong to IHS. IHS was planning to take care of this tank for BIA while doing other tank upgrades. See comments: 2001 Comment - The 500 gallon AST will be replaced with a double walled AST at the time of the contaminated soil excavation (estimated to be summer of 2004). 2008 Comment - The planned work was not done by IHS, though the school did remove the 500 gallon tank prior to a 2005 site visit conducted by Mike Young. The IHS clinic burned down in 2006, and IHS has no plans to characterize contamination associated with the old school tank.

5/24/2005 GIS Position Updated TopoZonePro was used in conjunction with the Hooper Bay community map to approximate the latitude and longitude. The TopoZone Pro map was used to determine section. A USGC Topo map at 1:63K (AK), with a large street map at 1:25,000 scale, NAD27 was the TopoZone Pro map used. Sarah Cunningham
6/20/2005 Update or Other Action IHS has visited the site and noted the tank in question is not actually owned by the IHS and was incorrectly reported by their consultant. IHS will forward more information on this. Mike Jaynes
4/16/2008 Update or Other Action A 2001 Project summary document summarized a 1992 Hazcon site investigation report: samples taken beneath a currently in service 500 gallon AST contained 200 ppm and 150 ppm DRO. The report goes on to state that it is likely that there has been additional significant contamination since the samples were taken, and there may also be contamination associated with a 1,500 gallon AST that has been abandoned in place. The PSD proposes: 1. to install a new 450 gallon double walled AST and day tank, and 2. to remove POL contaminated soil and transport this soil in super sacks to a disposal facility in Anchorage. Location verified with help of Steven Anderson and Paula Poncho on 6/14/21. Aerial photos and figures were provided (and added to site file).
