Problems/Comments

The Afognak Koncor (aka Silver Bay, Evergreen, TransPac) Logging Camp facility has been in operation off and on since 1990. Associated infrastructure has included: Residential areas: 28 trailer residences, a school, gym, bunkhouses, cookhouse, office, saw shop, church, and several other small buildings. Shop areas: equipment repair shop, gas fueling station and oil drum storage shed, tire shop, camp waste incinerator, and electrical generator. Log transfer facility: Sawyer’s shack and banding area, and main fuel depot. Additionally, there is a heavy equipment parking and storage area, upland fuel distribution facility, truck wash-down area, multiple surface water seep areas, tank farm, airstrip, and landfill. Preliminary site assessment activities conducted in June 2000 and May 2001 indicated petroleum and metals were detected in soil above DEC cleanup levels. Assessment and cleanup activities are summarized in a conditional closure approval issued on October 2, 2006 that included institutional controls and was based on alternate (Method 3) cleanup levels for gasoline range organics (GRO), diesel range organics (DRO), benzene, ethylbenzene, toluene, and xylenes (BTEX). At that time, groundwater was not being used as a drinking water source. (According to DEC Drinking Water Program data, public water system wells (PWS ID AK2250427, groundwater source) were subsequently installed in 2007 and 2010.) In November 2011 the DEC Solid Waste Program submitted a report to the DEC Prevention and Emergency Response Program documenting multiple areas of contamination at the logging camp. In 2012 site assessment and cleanup activities were conducted at seven areas, including: tank farm on the north end of the facility adjacent to Danger (Kazakof) Bay; former fuel station at mile 2.5 South on the 1100 Road; shop vicinity sawgas shed; drum storage southwest of the shop; drum storage adjacent to the west corner of the shop; drum storage across the alley on the northwest side of the shop; and the diesel heading fuel aboveground storage tank release adjacent to the cookhouse. Following the 2012 season remedial actions, the following contaminants remained above cleanup levels: DRO and benzene at the tank farm; benzene and free product at the former fuel transfer facility and excavation was limited due to the presence of bedrock, the adjacent roadbed, and potential for creating preferential pathways to nearby surface water bodies; DRO, residual range organics, and benzene at the areas in the vicinity of the shop; and an unknown amount of contamination that remains beneath the Cookhouse foundation. The fuel station and containment system at the former fuel transfer facility was scheduled to be moved and excavation of contaminated soils were to be continued during the 2013 season. Cleanup activities at the shop, saw gas shed, and drum storage areas were also scheduled for 2013. This site was reopened when it was transferred from PPR to CS in 2018.

Cleanup contractor (Southeast Management Services - Tom Hanna) reports site should be clean, and all sampling and documentation is in file. 250 cubic yards of petroleum contaminated soil was removed from the site and is sitting in the Silver Bay yard in Wrangell. In accordance with 18 AAC 75.380(d)(2) ADEC may require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that indicates contamination at this site may pose a threat to human health or the environment. 10/5/2018 Site Reopened This site was closed in 2006 however the most recent data from the ADEC Solid Waste Program, and Prevention Preparedness and Response indicate that this site no longer meets the criteria for a Cleanup Complete with Institutional Control Designation. Multiple releases were reported in 2011 and 2012 which required remedial action with site remediation activities occurring in 2013.
