Problems/Comments

Grid oriented field screening at 12 inches below ground surface on the 5-acre site of a former tank farm showed that petroleum contamination in the DRO range is present. DRO at 33,200ppm was detected from lab analysis of samples taken from a low-lying swampy area of silty-sand soil where vegetation is suppressed. Drinking water well within 100 feet of contaminated area tested clean of petroleum contaminants. Jack Coghill's Nenana Fuel Company has removed all solid waste (including the battery pile) from the property. The company's fuel storage and distribution activities in the 1970s and 80s is responsible for most of the contamination on the property. Lot 3 U.S. Survey 4104. BLM contact is Nancy Bothel.

Action Information

Action Date Action Description DEC Staff
4/2/2001 Site Added to Database Confirmed DRO contamination. Bruce Wanstall
4/2/2001 Site Ranked Using the AHRM Preliminary ranking. Stessed vegetation and contamination present at surface, surface water body, drinking water well and residents present within 1/4 mile. Bruce Wanstall
4/12/2001 Meeting or Teleconference Held Meeting with Betsy Bonnel with BLM and Mr. Jack Coghill former site operator. Discussed issued with public well contamination, past site assessments, and future cleanup. Douglas Bauer
1/9/2003 Update or Other Action Received Work Plan for soil cleanup. Douglas Bauer
7/1/2005 Update or Other Action Recieved Workplan for soil excavation onsite from Shane Walker at BLM. Apparently BLM has issued a contract to do additional excavation of petroleum contaminated soils onsite, however, they have not recieved reports from contractor who did unapproved 2003 work. Will approve of current work as interim action once issues of soil stockpiling and treatement are resolved. Mike Jaynes
5/31/2006 Update or Other Action Approved decommissioning and spreading of petroleum contaminated soil across site. Soil meets Method Two migration to groundwater standards. Mike Jaynes
3/20/2008 Exposure Tracking Model Ranking Intitial Ranking Complete for Source Area: 74779 (Autogenerated Action)
5/11/2011 Update or Other Action File transferred from Debenham to Dooley 05-11-11 Rebecca Bryan
12/17/2014 Update or Other Action DEC received a request for closure from BLM for file number 780.26.003, hazard ID 24397. This closure request included four enclosures - the 1995, 1997, 2004, and 2006 reports involving the site remediation. Meredith Savage
8/11/2015 Update or Other Action File transferred to PM Garroutte. Action items needed are final review of the closure request reports and send a determination letter. Fred Vreeman
9/15/2015 Document, Report, or Work plan Review - other DEC completed review of the request for closure of file 780.38.010, Hazard ID 3804, known as the BLM Tanana Lot 3 Former Tank Farm. In a letter sent to DEC from the U.S. Department of the Interior Bureau of Land Management (BLM) dated December 17, 2014, it was requested that a cleanup complete determination be issued for the site, given that contaminant concentrations in the soil on the property were below DEC cleanup levels. In response to this letter, following a review of the site history, DEC has determined that further action is required. An abandoned pipeline at this site, removed during the 2005-2006 field work, was used to fill tanks on the Lot 3 Former Tank Farm. Contamination stemming from this pipeline remains near the fill area adjacent to the Yukon River. This contamination associated with the site must be remediated before this site is closed, even if the contamination is located outside of BLM property. Monte Garroutte
7/22/2016 Site Characterization Workplan Approved DEC approved a workplan to sample the area of remaining contamination at the site. Monte Garroutte
12/28/2018 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 74779 fuel pipeline (leaks). John O'Brien
3/8/2019 Cleanup Complete Determination Issued On January 9, 2019,a cleanup complete determination was issued. Based on the results of past and recent characterization efforts, it appears that surface and subsurface contamination which resulted from the fueling operation has been removed and the site exhibits levels of contaminants below the ADEC cleanup levels. The remaining area of concern at the former abandoned pipeline terminus extending off of the southern property boundary and site-wide conditions have levels of contaminants below the established ADEC cleanup levels found in 18 AAC 75 Table B1, Method Two – Soil Cleanup Levels and Table B2, Method Two - Petroleum Hydrocarbon Soil Cleanup Levels, Under 40 Inch Zone, Migration to Groundwater values. John O'Brien
