ADEC was notified that the Air Force had been using Well C, which is located within the TCE plume associated with WP45/SS57. A meeting between the Air Force and ADEC on 10/5/02 resulted in an agreement to decommission Well C (as was supposed to be done previously). The Air Force is going to look into using another backup well at Building 1301. The Air Force indicated Well C would be taken offline immediately and money would be programmed to properly decommission. |

Issues with the document included event-driven groundwater sampling at several contaminated sites, which we denied pending further clarification of the process, and closing numerous sites under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), but keeping them open under the State until 18 AAC 75 diesel range organic cleanup levels are met. |

Staff requested Eielson sample the nearby building for vapour intrusion. Staff received results from Bioenvironmental group. They used a PID to detect VOCs within the building and none were detected. Staff concurred with the results and method because they would use industrial air quality standards (OSHA) which are in the ppm range. Staff recommended for future sampling, charcoal tubes or passive diffuser sampling techniques should be used. |

Staff requested Eielson evaluate the feasiblity of enhanced biodegredation at this site. TCE exists in the ground water up to 61 mg/L. Staff would like to see the ground remediated and does not concur with Eielson that reductive dechlorination is occuring at the site because biodegradation products are not found and geochemistry is no longer conducive to anaerobic degredation. Staff participated in a meeting with Eielson, and they stated they would start a programming document for enhancing bioremediation at the site, even though funds would probably not be available to conduct the project for several years. |

Staff received the results from the 2004 Sitewide Monitoring Report. TCE concentrations in well 45MW08 continue to remain elevated and variable. Recent measurment was 4.1 mg/L TCE. In 2001, TCE was found up to 61 mg/L nearby well 45MW08. The dissolved phase TCE plume for WP45/SS57 is probably about 5 acres. |

Staff had a telephone call with Eielson AFB to discuss their long-term monitoring program optimization. Eielson would like to apply "event-driven monitoring" to many benzene-contaminated sites, where monitoring would occur when the concentration reached the MCL at a predicted time. They are using MAKSENS to do the statistical regressions and come up with a slope indicating benzene degradation rates. This slope would predict when the concentrations would reach the MCL and monitoring would occur at that time only. They would like to apply this slope to other "similar sites" to predict when the concentrations would reach the MCL. Eielson submitted the concept to AFCEE for review, but apparently AFCEE requested more data, which Eielson did not have. At this point, DEC has not reviewed any data on this concept and requested Eielson submit a report showing the data and justification of their assumptions. |

ADEC agreed to decrease sampling of the North Boundary Wells from annual sampling to biennial. Upcoming measurements will be summer 2007, 2009, 2011, etc. Concentrations of VOCs, SVOCs, and metals in the sentinel wells have been monitored annually since 1992 and there has been no detection of contamination. |

The Draft Remedial Action Operation Report for Operable Unit 3 was received. Four monitoring wells were installed, and 23 soil boring/groundwater sampling points were advanced in an area that overlaps portions of the WP45 and SS57 source areas. Soil samples were collected at 3 and 8 feet below ground surface. Nearly all of the samples detected TCE above the soil cleanup level of 20 ug/kg with concentrations up to 110,000 ug/kg. Groundwater samples were collected at 12 feet below ground surface. Most of the sample results exceeded the groundwater cleanup level of 5 ug/L with concentrations up to 89,000 ug/L. The extent of the plume was not delineated vertically or laterally. |

CERCLA ROD Periodic Review |
ADEC issued a letter of concurrence on the 2008 Five-Year ROD review for Eielson AFB. In the letter ADEC concurred with the current remedies but recommends further work on the following: the vapor intrusion pathway needs to be evaluated for all potential receptors at WP45/SS57 site along with further evaluation of the selected remedy to ensure the Remedial Action Objectives are going to be met. The buried drums remaining at SS35 may still contain product that may pose a potential risk to ecological and human health risk in the future. The area of buried drums identified outside of SS37 may pose a threat of an imminent release of hazardous substances and warrants further investigation or response action. As stated in the 2008 Five-Year ROD Review, the overall long-term protectiveness determination for the Sitewide OU/Garrison Slough remedy will be further investigated. A Land Use Control Management Plan should be developed and implemented. |

Site Visit |
A meeting and site visit were planned at Eielson, but the meeting was moved to the DEC office when Eielson staff refused to allow EPA and DEC attorneys access to the Air Force Base. Topics discussed during the meeting were: spill reporting, Event or DQO Driven Monitoring, documentation of groundwater sampling and analysis plans, and PCBs in Garrison Slough. It was determined that the spill reporting issuses would be addressed through the Statement of Cooperation Working Group as it was a larger issue than just Eielson. The Event or DQO Driven Monitoring topic created a lot of discussion, EPA and DEC did not believe the decision to go to this type of site wide monitoring was documented in the ROD, ROD Review, or met the requirements in the FFA. The Air Force stated that the topic had been discussed in meetings and briefings, DEC countered that discussions and briefings needed to culminate in Decision Documents. EPA requested that the SAP be updated as a follow on task to the meeting. On the topic of Garrison Slough the Air Force stated that due to decreased flow and discharge of diatomaceous earth from the Water Treatment Plant that removal of sediment was no longer practical, and suggested that since the approvede cleanup level had been met in most of the slough, that further removal was not necessary. DEC suggested that the site be re-evaluated due to changing site conditions. After the meeting a site visit was conducted. The DEC attorney was not allowed on base, but the EPA attorney was allowed access after she provided her enforcement credentials. During the site visit, Eielson staff discussed their plans to conduct additional ZVI injections at the WP45/SS57 site. Neither DEC or EPA had received a workplan for this action. |

EPA, DEC, the Air Force and their contractor (EA) met to discuss a path forward for the TCE plume. EA presented site maps with historic information, and a site map with proposed locations for downgradient nested wells. The proposed locations were just presented as talking points with the expectation that the group would decide how to best place downgradient wells. The group decided that it was premature to plan placement of nested wells. In stead EPA and DEC requested a hydrological study of the site to include gradient, conductivity, porosity along with stratigraphy and lithology of the formation. The hydrological study should be conducted in concurrance with more complete soil and groundwater characterization. The Air Force will try to have a scope of work written, so that the group could provide input during the next RPM meeting scheduled for January 19th. |

A weekly triad meeting was held with USAF, EPA and DEC. (1) Instead of a mobile field lab, samples are being sent to Test America-Anchorage with expedited turn-around time. A field change form will be completed to document this change. (2) Several samples have been collected but the upgradient edge of the plume has not been delineated and the drillers will focus on those areas next. (3) Several boring locations have been moved to stay off the National Guard parking lot. (4) From now on, USAF will send complete data tables as well as maps with data. (5) 1 gallon of hydraulic fluid was spilled from the drill rig on Aug 25. A 5-gallon pail of contaminated soil was collected. The location of the pail is unknown but USAF will track it down. |

The AF submitted Draft QAPP Addendum No.2 for Vapor Intrusion Study WP45/SS57. Received 2/24/14. This VI study will help to delineate the horizontal and vertical extent of the groundwater plume as well as the plume stability. Additionally, TCE concentrations in soil and further information into the vapor intrusion pathway for indoor air is to be investigated. The study plans to collect vapor intrusions samples (sub-slab, indoor and outdoor air) at 5 building throughout the plumes (1206, 1190, 1183, 1168, and 3180). |

Site Visit |
CS staff participated in an all-day site visit with EPA and USAF personnel. Sites visit included WP45/SS57, ST58, SS67, SS62, DP44, LF02, LF06 and LF07. Construction was on going at WP45/SS57, during construction no high level reading of TCE has been found. ICs remain in place at site, with some monitoring wells experiencing frost heave. |

The AF submitted 2013 Final Supplemental Remedial Investigation for WP45/SS57. Received November 2014. This RI hope to better delineate contaminates currently found on site, through analysis of including TCE (Trichlorothene), DRO, cis-DCE (cis-1, 2-dichloroethene), VC (vinyl chloride), and benzene in both soil and groundwater. Soil analysis shows DRO and TCE, generally are found together, and in areas where TCE is found alone, much lower TCE concentration were noted. In shallow groundwater TCE, cis-DCE and VS are found in high concentrations, TCE appears to be low in deep aquifers. Vapor intrusions studies were conducted, but due to the incomplete nature of the vapor intrusion assessment additional studies are needed. There was also a lack of sampling for perfluorinated compounds, which are believed to be present at this site. |

DEC and EPA jointly approved the "2015 Annual Field Sampling Plan, Eielson Performance-Based Remediation, Eielson Air Force Base, Alaska" dated September 2015 (FSP). The FSP describes remedial investigations planned for 2015 at 21 contaminated sites at Eielson Air Force Base, including WP45. The FSP is meant to be used in conjunction with the appropriate remedial investigation/feasibility study (RI/FS) management plan(i.e. OU 3,4,& 5) and the Programmatic Quality Assurance Project Plan. |
