Problems/Comments

This is a former fuel terminal. Most structures have been removed. There is one landfill and multiple tank locations that were investigated in 2015. The report for that remedial investigation and a risk assessment is currently in review.

The correction in the report only notes oil sand at one tank in the text (217) and shows a picture of oil sand (225) at another. Specifically the regulations no longer require a qualified person. 18 AAC 75.333 defines qualified environmental professionals and qualified samplers. This report described the procedures used to close nine dry wells and one septic system with a leach field at the TFT site in 2015, and summarized the findings of the closures. The SMP serves as an interim management tool and provides a discussion of previous investigations, remedial actions, current site conditions, interim institutional and land use controls, a conceptual site model (CSM), and community involvement plans for the former Tok Fuel Terminal (TFT), Alaska. 1/2/2019 Update or Other Action In 2017 ADEC provided comments on 2 revisions of a pipeline and burn pit removal report and a Landfill SI. ADEC coordinated with ADNR to issue a PA request letter to the Army requesting that they investigate an area beyond the NW landfill that is believed to be associated with military use. 5/9/2022 Meeting or Teleconference Held DEC had a meeting with the RP regarding the Tok Terminal Installation Action Plan (IAP). Included discussion on the upcoming revised risk assessment for DEC review. 2/8/2023 Document, Report, or Work plan Review - other The Alaska Department of Environmental Conservation (DEC) has completed a review of the "Draft Remedial Investigation Addendum, Tok Fuel Terminal Alaska, November 2022". The Remedial Investigation (RI) addendum report was submitted to DEC November 23, 2022. 5/4/2023 CERCLA SI The Alaska Department of Environmental Conservation (DEC) has completed a review of the "Final Preliminary Assessment/Site Inspection of PFAS at the FTWW Sub-Installations, Alaska, March 2023". The report was submitted April 5, 2023 as a final document to DEC without draft document review. The report documents the Preliminary Assessment (PA) and Site Inspection (SI) activities performed at Fort Wainwright (FTWW). Sub-Installations. The (FTWW) include the Haines Fuel Terminal, Tok Fuel Terminal (TFT), Sears Creek Pump Station, and Gerstel River Test Site. SI work recommended that Confirmation SI Sampling occur at the TFT- Tank Farm Fire Foam System. The report also recommends no action for the TFT – Burn Pit and Soil Piles area.
