Problems/Comments

Petroleum and heavy metals from historic logging operations. Lead in intertidal area from discarded and broken batteries. On September 14, 2002 APC and the FS entered into an MOU to establish a process by which APC would provide the FS with a master list of all known LTFs where APC conducted activities on National Forest Land. This site was one of those identified needing further investigation and possible cleanup. EPA ID AKN001002621; EPA site name USDA FS Tongass NF: North Saginaw Bay LTF and Camp.

The Forest Service has noted the locations where lead-contaminated soil remains above the residential cleanup level, and where petroleum-contaminated soil remains above method 2 cleanup levels. Administrative site control boundaries are notated by polygons in the Forest Service Geographic Information System and site restrictions are identified in the Forest Service land status records. 11/17/2005 Update or Other Action Notification from EPA to the Forest Service that the site was listed on the Hazardous Waste Compliance Docket following hazardous waste notification under RCRA 3010. 12/3/2013 Institutional Control Compliance Review An IC review was conducted. ICs will remain on this site even though the Forest Service (landowner) has agreed to manage residual petroleum contamination under the terms of DEC’s 4/25/2001 letter to the Forest Service. This letter DEC granted a waiver from the default requirements of 18 AAC 75.325(i) and 18 AAC 75.370(b) which requires DEC approval before transporting or disposing of contaminated soil or groundwater. Description Details
Excavation / Soil Movement Restrictions The Forest Supervisor issued an Administrative Site Controls Memorandum to the District Ranger on October 31, 2005. The Forest Service has noted the locations where lead-contaminated soil remains above the 400 mg/kg residential cleanup level, and where petroleum-contaminated soil remains above method 2 cleanup levels. As a general protocol, the Forest Service strongly discourages the movement of soils from the site. Soils may be excavated or moved from within the mapped limits of the contamination at the site only with the active participation of a Forest Service On-Scene Coordinator or Environmental Engineer responsible for sampling, testing, and tracking movement and placement of the soils. Routine grading of the surface soils should also be implemented cautiously.
Restricted to Recreational Land Use Long-term residential occupancy is prohibited due to the presence of lead. The Forest Service has noted the locations where lead-contaminated soil remains above the 400 mg/kg residential cleanup level, and where petroleum-contaminated soil remains above method 2 cleanup levels. Administrative site control boundaries are notated by polygons in the Forest Service Geographic Information System and site restrictions are identified in the Forest Service land status records. The Forest Service has noted that incidental occupancy and use of the site are not restricted by the administrative site controls.
Advance approval required to transport soil or groundwater off-site. The Forest Service, as the landowner, has agreed to manage residual petroleum contamination under the terms and conditions of ADEC's April 25, 2001 letter to the Forest Service. In that letter, ADEC granted a waiver from the requirements of 18 AAC 75.325(i) and 18 AAC 75.370(b), which require ADEC approval before transporting or disposing of contamination soil or groundwater.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
