Problems/Comments
Seven aboveground storage tanks (ASTs), service station piping and dispenser island and 1,100 feet of non-pressurized piping to marine header were drained, cleaned and scrapped. Site Characterization found 350 tons of petroleum contaminated soil that was containerized and shipped to Rabanco landfill in Washington. Fuel piping from the ASTs to a gas station on the corner of 13th and Cedar was closed in place where inaccessible under a utility corridor. Fuel lines were purged of fluids and vapors and capped with concrete. All other piping was removed and adjacent soils were characterized for contamination.
Unregulated fuel piping closed in place due to utility lines were purged of fluids and vapors and capped with concrete. All other piping removed and adjacent soils characterized according to underground storage tank (UST) Procedures Manual.
Environmental Protection Agency (EPA) Facility Response Plan (FRP) inspection of the tank farm in May 1995 found the tank farm out of compliance with federal regulations that included lack of a Spill Prevention and Control Countermeasures (SPCC) Plan. Haida Native Corporation elected to terminate operation of Haida Oil Products on 4/30/2002.
Service station was located at the northeast corner of Cedar Street Extension and 13th Street. Latitude/Longitude coordinates pinpoint the fuel tank farm property, less than one block away.
