It is therefore subject to change as new information becomes available. We recommend contacting the assigned project staff prior to making decisions based on this information.
Problems/Comments
Apparent surface releases of diesel and gasoline. Diesel range organics (DRO) appears to be historic and associated with aboveground day tanks containing heating fuel that served the mobile homes at the property prior to natural gas service becoming available in 1965. Sample results from June 2002 were 3,600 mg/kg DRO and 555 mg/kg GRO at 5 to 6 feet below ground surface (bgs). Groundwater is at 6-10 feet bgs and is suspected to be contaminated. Fish Creek located approximately 220 feet west of the site. Structures were hooked up to the municipal natural gas system in 1965. Fuel tanks were used from approximately 1950 to 1965.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
9/19/2002 | Update or Other Action | Sent letter requesting information and notification of landowner/operator as a potential responsible party and cost recovery notification. | Elizabeth Stergiou |
10/15/2002 | Document, Report, or Work plan Review - other | Received and approved on this date work plan in letter form dated October 15, 2002 with subject line "(Limited) Environmental Site Assessment." The plan was prepared for a prospective buyer and described work done in June 2002 and proposed to make and complete as monitoring wells three borings, and to collect and analyze soil and groundwater samples from each boring/well. The plan summarizes an environmental screening survey for which a report has not been submitted to ADEC. The survey was conducted in June 2002 and entailed drilling five borings "mainly for geotechnical purposes" on the property with contaminant results in soil samples collected near the water table as high as 3,600 ppm for diesel range organics (DRO) and 555 ppm for gasoline range organics (GRO) in samples collected near the presumed groundwater table (reportedly present at depths of 6.5 - 9.5 feet below the ground surface). The report is incomplete in that it does not include the following: boring logs, the depths of the borings, number and location of field screening samples, rationale for placement of borings, field notes, analytical data sheets, and field screening results. Three of the five borings were sampled for a total of three samples, with two borings sampled close to the groundwater and the third collected somewhere within the five foot interval 10-15 feet below ground surface. A figure was provided showing the locations of the borings. The ADEC's approval letter noted that due to the limited scope of the work plan, it is expected that further site characterization will be conducted in the future to assess the potential for contamination on the property as a whole. | Elizabeth Stergiou |
10/15/2002 | Site Added to Database | GRO and DRO. | Elizabeth Stergiou |
10/15/2002 | Site Ranked Using the AHRM | Multiple sources possible due to multiple fuel tanks previously located at each structure. | Elizabeth Stergiou |
12/21/2012 | Potentially Responsible Party/State Interest Letter | Ownership changed in 2006, therefore provided current owner with notice of PRP status and state cost recovery requirements (this information included in review letter also of this date). | Eileen Olson |
12/21/2012 | Document, Report, or Work plan Review - other | ADEC review letter issued this date summarizing file review and requesting work plan by May 15, 2013 for soil and groundwater characterization work to begin by June 15, 2013. (Letter is separate from PRP letter of same date). | Eileen Olson |
12/27/2012 | Update or Other Action | Received from property owner electronic copies of the following two reports not previously submitted to ADEC: "Limited Environmental Site Assessment...November 2002" and "Environmental Screening Services, Lot 26A, Kirchner Addition...July 17, 2002", both prepared by Shannon & Wilson, Inc. Some of the results of the Limited ESA were summarized in the work plan submitted in letter form dated October 15, 2002 with subject line "(Limited) Environmental Site Assessment, Grizzly Bear Trailer Court, 4222 Spenard Road", but the similarly named report had not been submitted previously. | Eileen Olson |
1/16/2013 | Document, Report, or Work plan Review - other | ADEC letter dated 1/16/2013 reviews the two reports submitted to ADEC on 12/27/2012. Based on the review, ADEC's letter modified the requirements of its 12/21/2012 letter to include future sampling for PAHs and preparation of a Conceptual Site Model (CSM) as required by ADEC regulations. | Eileen Olson |
4/18/2013 | Document, Report, or Work plan Review - other | ADEC's letter dated 4/18/2013 responded to a request made during a meeting on 4/17/2013 to postpone site characterization to allow additional time to identify other parties who may be responsible for contamination associated with the abandoned fuel system installed at the site in the 1960s. ADEC's letter stated that it has no objection to the proposed delay with the condition that work under an approved work plan begin by June 30, 2014, regardless of whether additional responsible parties have been identified. | Eileen Olson |
2/4/2014 | Update or Other Action | ADEC advised by email on 2/4/2014 that sampling the three existing monitoring wells will take place on this date with consultant Travis/Peterson Environmental doing the field work and preparing a data report. | Eileen Olson |
4/27/2016 | Document, Report, or Work plan Review - other | ADEC's letter dated 4/27/2016 requests site characterization, with a work plan due by July 1, 2016. ADEC has no record that additional site characterization activities have taken place since ADEC first requested work by the current responsible party in 2012. | Eileen Olson |
2/6/2020 | Workplan Requested | The ADEC sent a request for site characterization work plan letter via email. | Randy Guintu |
