Conducted site visit in conjunction with PERP. PERP received a complaint on 7/23/2002 regarding extensive contamination on the property and concern for the groundwater resource in the area. During the site visit approximately 20 auto engines and many other parts were observed on the ground with fluid leaking out of the engines and parts. Puddles on the property and the block all had a sheen. The soil on the property was saturated with suspected petroleum, antifreeze and possibly solvents. In addition to the engines and parts, approximately 15 automobiles in various states of disrepair were present on the property. Met with the responsible party, Mike Bond and explained the potential harm from the contamination on the property, waste handling practices, ideas for waste handling and housekeeping, and the cleanup process. |

Proposed Plan |
Received Sampling and Analysis Plan on August 29, 2002. The plan describes the procedures for sampling of one drinking water well located on the subject property and analysis of that water sample for GRO, DRO, RRO and BTEX.. The plan also proposed treatment and disposal of wastewater, generated from purging of the well, by the onsite oily water separator. The plan was approved with the condition that the wastewater generated from the well be contained in a covered leak-proof container. Further analysis of the onsite wastewater treatment system is required. |

Requested a legible copy of the chain of custody form by October 31, 2002. Approved discharge of the purge water as proposed in the August 29, 2002 Sampling and Analysis Plan. Requested a site characterization plan by November 1, 2002 for work to be completed by November 15, 2002. With the following suggestions: Excavation of five test pits on the property east of the garage to a depth of at least 10 feet or depth of groundwater. A diagram showing the locations of the test pits in relation to the property lines and the on site garage. The test pits should be located as follows: one in the center, one in front of the garage door, and one each on the north, south and east sides of the property. The excavated soil will need to be placed on a liner as it is excavated and may be placed back in the excavation after samples are collected until site cleanup next season. At least two samples for field screening and one sample for laboratory analysis should be collected from each test pit. The samples collected for laboratory analysis should be representative of the floor of the test pit and may be taken from the bucket. Samples collected for laboratory analysis should be analyzed for GRO, DRO, RRO, BTEX, and metals. |

Site Characterization Workplan Approved |
Approved the Site Characterization Plan dated November 5, 2002. The plan proposes drilling 5 borings on site and collecting 5 soil samples at 10 feet below ground surface (bgs) to be analyzed for petroleum hydrocarbons and metals. The Department offered the following comments and suggestions: Field screening should include sheen tests as well as photo ionization detector (PID) readings. All observations and readings should be reported in the site characterization report in conjunction with a diagram of the site and sample locations and boring logs. It is recommended that an excavator be used to dig test pits in lieu of borings. Test pits give a better view of the soil strata and extent of contamination when investigating such a shallow depth as the 10 feet bgs as specified in this plan. If test pits are chosen, please submit a brief addendum to this plan for approval. Please be advised the depth of investigation, 10 feet bgs, may not be adequate for site characterization if the depth of contamination reached below this depth. Further site characterization may be necessary to delineate the extent of contamination horizontally and vertically. |

Before movement from the property soil and groundwater must be characterized and movement must be approved by the ADEC. Movement of contaminated media must not be done in a manner that results in violations of water quality standards. |
