Problems/Comments

An estimated 388 gallons of diesel fuel released from their heating oil tank caused by fuel line valve damage. Soils are sands and gravels. Remaining contamination has migrated under the building. Approximately 4 and 1/2 cubic yards of contaminated soil was excavated and remediated on site in a treatment cell. The treated soil was used as a base in the driveway and capped with asphalt. No soil samples were collected due to the need to immediately back fill the excavation to protect the building's foundation. Drinking water in Dillingham is from three community wells and several private wells. Two crossgradient drinking water wells were tested and the results showed no DRO or BTEX contamination. All downgradient homes are served by City water. SAFE is an acronym for Safe and Fear-Free Environment.

8/2/2005 Update or Other Action Telephone call with Ginger Baim - Director, about what is needed for NFRAP or site closure. She will provide additional information that is not in our files on treatment and disposal of soils. Donald Seagren
8/5/2005 Update or Other Action Reviewed response from SAFE director. Discussed options with supervisor. ADEC will require soil sampling in excavation area to verify cleanup &/or current contamination levels. It was suggested that the remediated soil along the driveway be sampled at the same time to verify current contaminant levels of the remediated soil. The Department does not anticipate requiring any further remedial actions based on current site conditions and use. The soil samples are required to verify that the current conditions are protective of human health and the environment. Donald Seagren
9/23/2005 GIS Position Updated Using the Site and Area map in the file, in conjunction with TopoZone Pro and Google Maps, entered the coordinates for this site. 7/1/2015 Institutional Control Update I was contacted by a contractor for the landowner. A new sewer line is scheduled to be installed that will involve tearing up part of the parking lot asphalt and then replacing the asphalt once the project is completed. I provided the Public Utility and Right-of-Way Projects Tech Memo as a guidance for the project. Evonne Reese
3/1/2017 Document, Report, or Work plan Review - other Approved two workplans for soil management and also soil/groundwater investigation for the installation of a new sewer line during 2017. At a minimum a groundwater and soil sample will be taken from the location of the former UST. A report of the project findings will follow after the completion of the project. Evonne Reese
4/4/2017 Document, Report, or Work plan Review - other Approved changes to the recent Soil and Groundwater Investigation Workplan with regards to using an excavator to advance a test pit rather than a soil boring. Soil samples will be taken from the excavator bucket at 1-foot intervals. The test pit will be advanced to about 5' below the groundwater table and a temporary monitoring well will be installed. Evonne Reese
5/11/2017 Update or Other Action Received notice from the DEC-Water Division about a dewatering permit being issued for this property. I provided the Water Division the approved workplans for the investigation project. Evonne Reese
5/23/2017 Document, Report, or Work plan Review - other In preparation for the dewatering process and the installment of a new sewer line a Soil and Groundwater Assessment investigation was performed on April 11, 2017 on this property. Two test pits located near the former 2002 source area were advanced from the ground surface to approximately 15 feet below grade and soil samples were collected from the excavator bucket at every 1 – 2 foot interval. Field screenings were performed on each soil sample and all PID readings were 0 ppm. A sample taken from about 10 feet below grade in each boring was submitted to the lab for analysis. Soil samples were analyzed for GRO, DRO, and BTEX and found to be non-detect for all samples. Groundwater was not encountered during field activities likely because of seasonal fluctuations in the groundwater table. The reported concluded that the contamination from the 2002 spill will not adversely impact the construction dewatering activities. If contamination is encountered during the project all field activities will be stopped and the methods provided in the DEC-Water Division Permit - Best Management Practices report. Evonne Reese
10/4/2017 Update or Other Action Reviewed a dewatering application for the Dillingham Lagoon and Dock Lift Station Improvements project which is being performed in the vicinity of the SAFE Women's Shelter. Evonne Reese
10/2/2024 Institutional Control Compliance Review IC compliance review completed on this date. An IC reminder letter was issued to the landowner. The next review will be in five years’ time. Gaige Robinson
