Problems/Comments

Diesel (DRO) and residual range organics (RRO) soil contamination and low levels of groundwater contamination discovered during site assessment. Site was a seafood processing plant/cannery on mainland, east of Sally Island. Additional site assessment to determine the extent of soil and groundwater contamination required. Corrective action plan to be developed.

11/21/2019 Update or Other Action Sent letter to approve Cook Inlet Processing Plant Area 2 Characterization Report dated November 15, 2019, with the exception that ADEC disagrees that the northern and southern boundaries of the contamination are clearly defined as the site has not achieved characterization to most stringent clean up levels. 2/12/2020 Meeting or Teleconference Held Meeting with Shayla Marshall and Glenn Hasburgh of Environmental Management, Inc. Discussed plans for sampling the northern and southern boundaries of the contamination at the site, which has not achieved characterization to most stringent clean up levels. One person lives at the site and there are no drinking water wells, drinking water comes from a near by waterfall. Human health and drinking water is not suspected to be an issue at present. It was discussed that two existing tanks (Tank 4&5) on site and will be investigated for continued release of contaminates. It is not clear if Area 1&3 have been characterized. Lance will possible take seep samples. Most likely will close the site with ICs. Jessica Hall
10/12/2020 Update or Other Action Per email with Glenn Hasburgh: At this time no work has been done during the 2020 season, but with Kodiak being as mild as it is there is still a couple months of window left. COVID and busy fishing season did not help the timeline. Jessica Hall
1/19/2021 Update or Other Action The lines at the Uganik Cannery, according to the watchman,they looked into each of the tanks and each appeared empty. Around 2011 or 2012 he did recover approximately 25 gallons of fuel from one of the lines which he used to power equipment on sight. This does indicate that there was some fuel in the lines after the tanks were emptied. The watchman also said he checked lines coming from some smaller tanks by opening valves and all of those were empty. Unclear exactly what smaller tanks he is referring to, but will look into that. Will also check the valves again come summer time to ensure ice blockages were not present. Jessica Hall
12/14/2021 Update or Other Action Per email from EMI December 14, 2021; going into the future they are planning on putting together a work plan for future monitoring at the site. Will need to get a proposal to Polar Equipment Inc. to develop this plan. •EMI is going to propose that water sampling from the seeps in the bluff, which were sampled during the previous events, continue to be sampled on an annual or semiannual basis for DRO. Due to the significant costs associated with the logistics of getting a sampler out there (they only fly every few days) EMI is going to propose that the watchman collect the samples following detailed instructions EMI will provide. •At this time EMI does not have any immediate plans to conduct any more soil sampling at the site. This is because they have sufficient data indicating the levels of contamination and there has not been a significant amount of time since the last sampling event to allow for natural attenuation, which EMI feels is the best option for the site because of numerous factors. EMI will probably propose doing a sampling event in 2024, which will be 5 years from the previous sampling event. This should give enough time to see if natural attenuation is occurring. •In 2021 all that was done is confirming the lines were empty.• For the 2022 season EMI will submit the work plan for future water sampling and will begin sampling of the waters exiting the site.
