Problems/Comments

Surface soils with dark stains and devoid of vegetation were spotted in the northwest corner of the property. Analysis of a soil sample collected on adjacent property near the stained area had elevated levels of BTEX, GRO, DRO, RRO, SVOCs, PAHs and trace levels of pesticides (DDT). SIC Code for Tanana Power Company Inc. is 4911. The elevation is ~62 meters (~203 feet). Additional samples collected within the property limits in 2008 indicate some contamination with DRO above migration to groundwater levels. Further investigation by the former owner of the Tanana Power Plant was conducted and the site received a Conditional Closure from the DEC in 2012 with Institutional Controls in place. In 2013, the City of Tanana sought to purchase the property with the intent to remove previously identified petroleum contamination to render the site reusable. The City applied for an received a DEC Brownfield Assessment and Cleanup service award. The DEC's Reuse and Redevelopment Program coordinated with the City of Tanana to remove more than 2,000 cubic yards of contamination from the site for offsite treatment. This project was extended into 2014 with the intent of beginning construction following additional source removal. The landfarm is tracked under ADEC File No. 780.38.015.

8/26/2005 Update or Other Action Received report from PERP. New sewer line construction in utility easement along the northern perimeter of Lot 8 (former Power Plant) encountered contaminated soil. Workers complained of strong fuel odors and encountered a 6 inch layer of dark stained soil at 13.5 feet. One sample and its duplicate taken from this layer of apparent hydrocarbon stained soil near the west end of the trench, contained DRO levels of ~ 20,000 mg/kg. 8/21/2009 Proposed Plan A work plan has been submitted for excavation of contaminated soils at the site (potentially an interim removal action). Complete characterization has not taken place, however, excavation will include screening and collection of confirmation samples and stockpile of contaminated soils offsite. 7/21/2011 Update or Other Action DEC discussed internally alternatives to resolve the remaining groundwater question in Tanana. Alternatives to be presented to RP include waiting for a drill rig to be available in Tanana or establishing an alternate point of compliance at the edge of the river and sampling porewater in the direction of the river. 8/10/2011 Meeting or Teleconference Held DEC met with property owner to discuss the alternatives to evaluate groundwater at the site. An alternate point of compliance will be established at the edge of the river and porewater samples will be collected during the low stage of the river to assess for potential contamination migrating to surface water. They are starting to make their plans for summer work and want to make sure they can install the requested drive points to be sampled during low water, possibly in the spring prior to breakup. 6/30/2015 Site Characterization Report Approved In 2014, an additional 500 cubic yards of material were removed from the 2013 Excavation 1 and Excavation 2. At the limits of the 2014 excavations, DRO in Excavation 2 exceeded maximum allowable cleanup levels at 27,700 mg/Kg DRO. Benzene contaminated soil remained in Excavation 2 at up to 0.025 mg/Kg. Soil contaminated above cleanup levels with 1-methylnaphthalene, 2- methylnaphthalene, and naphthalene remained in the excavation at concentrations of up to 46.2 mg/Kg, 51.9 mg/Kg, and 21.0 mg/Kg,respectively. In Excavation 1, DRO contaminated soil remained in place at up to 10,400 mg/Kg. Contaminated soil was landspread in an 8,000 square foot area adjacent to the 2013 landspread. Lisa Krebs-Barsis
7/28/2015 Update or Other Action Letter sent to City of Tanana requesting information on current site conditions and notifying the City that a separate site would be opened to track the landfarming of the 2,800 CY of contaminated soil (See ADEC File No. 780.38.015). Description Details
Advance approval required to transport soil or groundwater off-site. Any proposal to excavate and transport soil or groundwater off site requires ADEC approval in accordance with 18 AAC 75.325 (i). A “site” [as defined by 18 AAC 75.990 (115)] means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership .
When Contaminated Soil is Accessible, Remediation Should Occur If and when the soil becomes accessible due to construction or excavation activities, the soil must be evaluated and contamination addressed in accordance with an ADEC approved work plan.
Periodic Review Any future change in land use may impact the exposure assumptions cited in this document. If land use and/or ownership changes, current ICs may not be protective and ADEC may require additional remediation and/or ICs. Therefore Tanana Power Company shall report to ADEC every three years to document land use, or report as soon as Tanana Power Company plans to change land ownership and/or use, if earlier. The report can be sent to the local ADEC office or electronically to DEC.ICUnit@alaska.gov.
