Problems/Comments

The C Pad Storage Facility is an unlined gravel pad located northwest of C Pad. This regulated unit is only a container storage unit; it is not a tank system, treatment process, nor part of a land disposal facility. Waste accepted at the facility have been primarily from oil and gas production activities within the Western Operating Area. Wastes are produced at oil production pads, oil/water/gas separating facilities, facilities that reinject gas and produced water for enhanced oil recovery, and support facilities, i.e, living quarters, laboratories, offices, and maintenance shops. Lead and arsenic present above closure performance standards. Ash layer relating to the gravel pad portion is present one foot below ground surface. A portion of the pad was used in the late 70s for burning camp garbage.

Linda Nuechterlein
4/20/2004 Update or Other Action Amended design for waste storage cell at W Pad to utilize up to 2200 cubic yards of RCRA non-exempt non-hazardous ash excavated from C Pad for 5 feet of basal fill above the liner in the new storage cell approved by Solid Waste. Linda Nuechterlein

BPXA was able to recycle 625 cubic yards of the ash for use in the W Pad cell construction; however, during site excavation BPXA encountered more ash at C Pad then was initially estimated. BPXA selected the North Slope Borough (NSB) Oxbow Landfill over Columbia Ridge for the disposal of the excess ash that could not be recycled. Over 7,000 cubic yards of ash and ash-contaminated gravel/tundra were disposed of at the NSB Oxbow Landfill. Linda Nuechterlein

This letter from EPA also releases BPXA from the requirement to maintain financial assurance which correlates specifically to the closure of the WOA C-pad HWSU. Linda Nuechterlein
