Problems/Comments

Heating oil leaked from an underground tank (UST) located in back of the former Mike’s Place Café and migrated into the adjacent downhill residential property. Since removal of the UST and the surrounding soil might threaten structural integrity of the restaurant, ADEC approved emptying the tank, closing it in-place and adding fertilizer to promote natural attenuation of the residual contamination in the soil around the UST. Thirty eight tons of contaminated material was excavated from the sloped area below the tank including the adjacent residential property. Soil nutrients were added to the backfill clean material to enhance natural attenuation should any oil seepage occur from the in-situ soil treatment area. Analytical data from sidewall confirmation sample tests for diesel range hydrocarbons (DRO) indicate contaminated soil cleanup is below applicable cleanup concentrations. Site investigation included examining the drainages system at the adjacent residence that diverts intermittent surface water in the subsurface above shallow bedrock in the area. 7/23/2003 Leaking Underground Storage Tank Corrective Action Underway The remedial treatment on Mike’s Place property included cutting open the UST, cleaning it out and filling it with clean sand. An interception trench with perforated piping was installed along the property line to allow periodic addition of fertilizer to support natural attenuation of residual petroleum in the soil; the trench also contains 40 pounds of activated carbon. 7/24/2003 Update or Other Action DEC traveled to the adjacent residence where oil was found coming from one of two French drain lines on the south side of the Damon Property. These lines drain into the creek. An inspection in the basement of the property did not show signs of any oil but there was water on the floor. A drain in the floor led to one of the two lines previously mentioned. This was the line closest to the creek. Bruce Wanstall

1/23/2009 Institutional Control Record Established Institutional Controls are established with Island Pub owner returning the signature page to ADEC. In summary, installation of groundwater wells, any proposal to transport soil or groundwater offsite, in particular from the UST closed-in-place, require coordination and approval by ADEC. Any movement of contaminated material in a manner that results a violation of 18 AAC 70 water quality standards is prohibited. These controls apply to the property regardless of ownership. Human health exposure assumptions used to reach this closure agreement may change if property use is no longer commercial. 1/23/2009 Cleanup Complete Determination Issued The ADEC has determined that cleanup complete is appropriate for this site using an institutional agreement with the facility owner to control exposure pathways.
