Problems/Comments

Approximately 2,000 cubic yards of petroleum-contaminated soil excavated during utility upgrades stockpiled on liners in several locations around the campus. This project includes the Sheldon Jackson Penstock stockpile transferred from PERP 2/26/03.

10/11/2006 Conditional Closure Approved The estimated average DRO concentration in the encapsulated soil is between the migration to groundwater cleanup level (230 mg/kg DRO) and the human health ingestion cleanup level (8,250 mg/kg DRO). Formal land or activity use controls between these regulatory cleanup levels is not required. However, this determination is subject to the following conditions: 1. The Juneau office of DEC’s Contaminated Sites Program must be notified immediately if there is a planned change in land use, or if the parking lot is reconfigured or removed. 2. Sheldon Jackson College is required to submit a short letter and photos documenting the condition of the paved parking lot every three years, on or before the anniversary date of this letter. The first report is due one year from the date of this letter, which coincides to approximately three years from the project completion date. 3. Sheldon Jackson College will note the exact location of the encapsulated soil on its campus geographic information system. A summary of the encapsulation specifications and the total volume of encapsulated soil will be noted in any applicable campus land use or facility management plans. Sheldon Jackson College will complete this condition within one year of the date of this letter and provide written verification to DEC. Bill Janes

Memo and photos indicate that the parking lot adjacent to North Pacific Hall shows no signs of physical change or deterioration. 3/23/2016 Institutional Control Update I was contacted by the City of Sitka Engineering Dept. regarding the project happening in near future near the parking lot that has the encapsulated soil underneath it. There is an additional aspect to this project that involves moving a catch basin and also re-routing the runoff from the parking lot. This project should not affect the encapsulated soil beneath the parking lot. I provided the Right of Way Guidance document was along with the 2006 final report and the soil encapsulation details from 2004 for some background to the original remediation project. Evonne Reese
