Problems/Comments

Site was formerly a mobile home residential complex. Contaminated soil was encountered during pre-construction activities in October 2003. Contamination resulted from past heating oil releases associated with the former Plaza 36 Mobile Home Court heating oil system. On May 13, 2004 Davis Constructors notified DEC’s Contaminated Sites Program that fuel-contaminated soil was encountered during installation of a waterline on Tract B of Centerpoint Subdivision. Soil had been excavated and stockpiled in October and November 2003. Approximately 8571 cubic yards of organic-rich soil that was unsuitable for use based on engineering standards was transported to a landscaping firm for use as topsoil. When processing began in May 2004 at the landscaping business, the soil was found to be contaminated and in July 2004 was transported with Department approval to a site on Trunk Road in Palmer for remediation by landspreading. Remediation of the landfarmed soil at the Trunk Road property was deemed complete in ADEC's letter dated May 11 2005 with the condition that ADEC must approve any offsite transport of the remediated soil. Property address was listed as 3900 C Street until it was changed to the current address of record, 3801 Centerpoint Drive, on 5/20/2008.

5/19/2004 Document, Report, or Work plan Review - other ADEC received and approved a work plan titled "Impacted Soil Segregation, American Landscaping, Lang Road, Anchorage, Alaska". Several thousand cubic yards of geotechnically unsuitable material from the Centerpoint site were transported to American Landscaping in fall 2003 for storage over the winter. The soil was found to be contaminated when soil processing by the landscaping firm began in spring 2004, when a customer who received a home delivery of soil from American Landscaping complained that the soil was contaminated. 9/13/2004 Update or Other Action Received report titled "Impacted Soil Segregation, American Landscaping, Lang Street, Anchorage, Alaska" prepared by S&W. The report documents soil sampling and segregation activities at the landscaping firm's business south of O'Malley Road that received ~8,500 cy (729 truckloads) of soil excavated from the Centerpoint subdivision property. Following the sampling and segregation activities an initial approximately 2,900 cubic yards of DRO-impacted soil were transported to a Trunk Rd. site in Palmer for remediation by landspreading. (The report does not include sampling of stockpiled soil at the originating former mobile home park site). Eileen Olson
10/1/2004 Document, Report, or Work plan Review - other ADEC received a report for contaminated soil that was delivered to a residence titled "Soil Sampling, 300 Vila Circle, Anchorage, Alaska" dated July 19, 2004 and prepared by Shannon & Wilson. The report states that on May 17, 2004 Shannon & Wilson was notified by Davis Constructors that contaminated soil was delivered to American Landscaping, then sold to Jim's Topsoil and ordered by a homeowner from Jim's, with the result that 4 cy of contaminated soil was delivered to a residential property on Vila Circle. The soil was field screened and an analytical sample taken before being returned to the Centerpoint site; the result was 344 mg/kg DRO. Confirmation field screening and sampling was done at the location where the contaminated soil was removed, with a single analytical sample containing 232 mg/kg DRO, of which all but 76 mg/kg was determined to be biogenic. 10/27/2004 Update or Other Action ADEC received "Remediation Report, Trunk Road Landfarm Site, Palmer Alaska" dated October 2004. Report describes soil remediated at the Palmer location including ~1,500 CY of soil from the Centerpoint site that was excavated, stockpiled and sampled in fall 2003 and spring 2004; 2,900 CY of DRO-impacted soil that was segregated from a total volume of ~8,000 CY that were transported to American Landscaping's yard in fall 2003. 5/9/2005 Document, Report, or Work plan Review - other ADEC determined that landfarmed soil at the Trunk Road property in Palmer has met the cleanup level based on a review of chromatograms received this date for final sampling. Chromatograms were reviewed by ADEC Chemist Earl Crapps who determined that the soil has a biogenic component and has met the DRO cleanup level. Eileen Olson

6/15/2005 Document, Report, or Work plan Review - other ADEC letter conditionally approving a site characterization workplan dated 6/14/2005, received 6/15/2005, that proposes installation of three monitoring wells and soil sampling. ADEC's letter acknowledges that investigation is necessarily limited by the structures and buried utilities on the property but notes that it is not clear that the locations of the wells are optimal or sufficient in number in terms of characterizing the remaining contamination at the site, so that the Department may require further characterization depending on the results of the planned work and on a review of the contaminant source areas. 4/3/2008 Update or Other Action ADEC received a report "Site Characterization, Tract B...February 1, 2008" that reported the installation of three borings completed as monitoring wells in a landscaped area of the site. Groundwater samples were collected from each well, and one soil sample was collected from each boring for DRO and BTEX analysis. The October 19, 2007 groundwater results for the three wells, placed approximately 150 feet apart in the shape of a triangle documented minor groundwater contamination not exceeding 18 AAC 75.345 cleanup levels (e.g., containing 0.562, 0.679 and 1.29 mg/L DRO respectively for B1MW, B2MW and B3MW; and the wells were non-detect for BTEX with the exception of xylenes, which were detected below the cleanup level in B1MW and B3MW). Soil sample results for the sample containing the highest concentration of DRO in groundwater, B3MW, had detectable xylenes and non-detectable DRO, but the DRO detection limit was over 1,000 mg/kg so that DRO concentrations in soil may have exceeded cleanup levels for that sample. 5/20/2008 Document, Report, or Work plan Review - other ADEC issued a review letter for the site characterization report received April 3, 2008. The letter requests a plan to complete site characterization and requests that the next groundwater event take place within 45 days after receipt of the letter. ADEC’s letter also notes that the locations of the excavations for the approximately 10,000 cubic yards of contaminated soil excavated from the site that were landfarmed at the Trunk Road property in Palmer have not been provided to ADEC, nor have the results of excavation confirmation sampling, if any, been reported to ADEC. The letter further requests that the requested plan include figures showing the locations of the existing wells, past excavations of contaminated soil, and the former locations of fuel storage tanks or systems. The letter also referenced and reiterated the statement in ADEC's letter dated June 15, 2005 that the information was required to determine whether the proposed wells were optimally located or sufficient in number to characterize the remaining contamination. 9/17/2008 Update or Other Action ADEC received "Work Plan to Conduct Limited Phase II Environmental Site Assessment, Tract B, Centerpoint Subdivision, Anchorage" dated September 12, 2008. The proposed field activities include only soil investigation by drilling up to six borings and collecting soil samples for field screening and chemical testing. For planning purposes the consultant assumed that the six boreholes will be advanced to a depth of 15 feet below ground surface (bgs), or until groundwater is encountered. Groundwater is expected at about 9 feet bgs, based on previous well installations at the site. No groundwater investigation is proposed. Discussion with consultant, require site information repeatedly requested in previous correspondence prior to review. Eileen Olson
10/24/2008 Update or Other Action ADEC received a report titled "First Event: Quarterly Groundwater Monitoring, Tract B, Centerpoint Subdivision". The report documented the sampling of the three wells at the site on October 18, 2007 in accordance with the work plan dated June 15, 2005. The wells were installed in April 2007 and results from sampling at the time of installation are reported in the Shannon & Wilson report received 4/3/2008. Soil and groundwater samples were analyzed for DRO and benzene, toluene, ethylbenzene, and xylenes (BTEX). None of the samples contained concentrations greater than the applicable ADEC cleanup levels listed in 18 AAC 75. Documentation was not provided showing where the borings/monitoring wells were placed relative to all contaminated soil excavations. Eileen Olson
3/27/2009 Update or Other Action Shannon & Wilson staff notified ADEC by email on March 27, 2009 that staff had made two attempts to locate the three monitoring wells at the Centerpoint site but could not locate them, stating “We made another attempt to locate the wells for the first quarter of 2009, but we still could not locate them, either with a magnetometer or with our field notes and swing ties measurements. We believe that the wells were destroyed when another contractor prepared the area for laydown locations prior to commencing construction of new structure on site.” Shannon & Wilson’s email proposed terminating the groundwater monitoring on the site based on the previous monitoring results. Shannon & Wilson staff had initially reported verbally in December 2008 to ADEC that they could not find the monitoring wells. Discussion with consultant re need for information regarding source of excavated 10,000 cy of contaminated soil from the site as it relates to monitoring well locations and site investigation; monitoring wells not shown to be representative of potentially contaminated area particularly with respect to groundwater flow direction. ADEC unable to approve site characterization plan (see 9/17/2008 entry) without requested information, and continued groundwater monitoring question is moot since all wells were apparently destroyed. 10/24/2013 Meeting or Teleconference Held Staff met with owner and consultant representatives to discuss site history, data gaps and the next steps toward completing characterization with the owner stating that the goal is site closure. The Phase I report requested by ADEC has apparently been lost. Consultant indicated they had no historical information with respect to the prior land use; that is, the type of heating oil system used at the former trailer park and whether or not the park was served by drinking water wells, and if so, have they been decommissioned, etc. Consultant noted that 2 of 3 monitoring wells were located. 8/11/2014 Update or Other Action ADEC received a well decommissioning report dated August 7, 2014 by email on Aug. 11, 2014. Decommissioning and notification to ADEC was required by the Cleanup Complete decision document. The report documents the July 9, 2014 decomissioning of five groundwater monitoring wells (B1MW, B3MW, B4MW, B5MW and B6MW) at the site. Shannon & Silson was not able to locate well B2MW during prvious site rec9onnaissance activities including searching with a metal detector and assumed that well was lost.
