Problems/Comments
Alaska Coating and Urethane Specialist facility is located on the site where sandblasting and painting are conducted. The structure located onsite is non-permanent. An above ground diesel tank is located near the eastern side of the structure. Paint residue is visible on the ground surface surrounding the structure. Analytical results for this area show concentrations of chromium up to 751 ppm and naphthalene up to 24.9 ppm. Alaska Electric Storage Yard is also located on the site. 55-gallon drums had been stored on wooden pallets on the site. Evidence of soil staining from the drums covers an area of 96 square feet. Another area for drum storage is located to the east. Evidence of leaks from these drums covers an area of 18 square feet. Samples taken from this area show DRO up to 10,400 ppm. Eight transformers had been stored onsite on wooden pallets. One appeared to be leaking and an area of stained soil covered 6 sqaure feet. Samples taken from this area showed DRO up to 416 ppm. No PCBs were present. An unidentified release was encountered in a sandy area south of the transformers. The impacted area covers 50 square feet. Samples tanken from the unidentified release showed DRO up to 279 ppm, benzene up to 6.03 ppm, toluene up to 176 ppm, ethylbenzene up to 101 ppm, and xylenes up to 595 ppm. Samples also indicated the presence of 64.1 ppm 1,3,5 trimethylbenzene, and 196 ppm 1,2,4 trimethylbenze. Creosote-coated poles located onsite show evidence of leaks. Samples taken from this area contain 194 ppm benzo(a)anthracene, 137 ppm benzo(a)pyrene, and 192 ppm benzo(b)fluoranthene. Tract B1 is an 8.5 acre L-shaped lot surrounding 2 sides of Whisper Faith Kovach Park/Soccer Field to the east. To the west of the site across Hartzell Road are areas of Class B and Class C wetlands. The area across the street is residential and primarily 4-plexes.

6/18/2008 | Site Closure Approved | DEC has completed review of the environmental records associated with the subject site. The site was impacted by the past releases of petroleum hydrocarbons and sand blasting paint residue. Based on the cleanup efforts to date, the only contaminants remaining at the site above their most stringent cleanup levels are chromium, arsenic and naphthalene. The levels of arsenic and chromium detected in soil are representative of background concentrations commonly detected in the Anchorage and/or Eagle River areas. Also, data shows that hexavalent chromium was detected well below its cleanup level. Napthalene was detected in one sample slightly above its migration to groundwater cleanup level and it was considered present in de minimus quantities. Based upon our review of the existing information, DEC has determined that contamination left in place is not believed to pose an unacceptable risk to human health or the environment and that no further action is required at this site. This determination is in accordance with 18 AAC 75.380(d)(2) and does not preclude DEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment. | Todd Blessing |
