In a letter dated 7/7/03, CSP informed Gerald Poirier that it had reviewed information provided by DEC's Solid Waste Program and it appeared that petroleum releases had occurred on the site. DEC informed Poirier that per State Statutes that the property owner or operator is required to cleanup contamination. DEC requested that if Poirier was the owner and operator information how he would address this issue, and if not, please inform DEC who is the property owner and/or operator. |

ADEC in conjunction with the Mat-Su Borough peformed a site inspection on this date. Misc. debris found scattered throughout property. Pictures taken indicate waste oil drums, solvent drums, old transformers marked with PCBs, old paint cans, asbestos, and various scrap metal throughout site. This site is located in a wetland that reportedly has seasonal floods. Rabbit Slough is located 500 feet down gradient from site. |

Testing and overpacking of hazardous substances began on 3/23/09 thorugh a contract issued by PERP to Emerald Alaska. Under this contract a total of 29 drums and 9 containers were removed from site between 4/23 and 24/09 consisting of 1,071 gal. of oil, 275 gal. of glycol, and 45 gal. of water/oil/glycol mixture; and 15 leaking barrels of hazardous substances were overpacked. 34 drums and one 5 gal. container of hazardous substances remained on site for EPA to dispose of. |

On 12/10/09, PERP closed its case with the site. 34 drums and one 5 gal. container of hazardous substances remain on site for EPA to dispose of as well as contaminated soil caused by releases that occurred at the site. In addition to removal of containers of hazardous substances, the Mat-Su Bourough who also was involved in this case removed about 80-100 vehicles from the property to date. A more thorough description of the remvoval action is within the PERP's database for this site and has a separate file regarding their actions associated with the removal work. |

ADEC provided the following comments: 1)In the section marked “Phase III – Surface Soil Sampling” the work plan indicates surface soil sampling will be completed, however it does not list the following items: a)Who will conduct this sampling, and are they a Qualified Environmental Sampler per 18 AAC 75.333?
b)How/will this soil be screened? c)How will this soil be sampled? (In accordance with ADEC Field Sampling guidance [attached], etc.)d)NRC suggested Dioxins be tested for in the area of wire burning, ADEC would like to request a cost estimate for running that samplee)What EPA methods will be used for sample analysis? f)The work plan indicates an “ADEC approved lab” will be used, what lab would this be? g)Will these samples be handled using chain of custody procedures? h)What is the Quality Control/Quality Assurance plan for this work? i)NRC indicates that the report will include the contaminate levels as well as recommended procedures and cost estimates for site remediation. Revised work plan conditionally approved on this date. The work plan describes sampling and removing up to 40 drums, soil sampling, and groundwater sampling. The conditions placed on the work plan include: 1)ADEC will not give direction on decommissioning temporary monitoring wells as indicated on page 3 of the work plan. Groundwater sampling using Geoprobe SP16 tooling does not result in the construction of a monitoring well. Please ensure that no piping or aboveground components remain once groundwater sampling is complete. 2)All sampling must be completed in accordance with ADEC’s March 2016 Field Sampling Guidance located at: http://dec.alaska.gov/spar/csp/guidance_forms/docs/Field-Sampling-Guidance-Final-5-13-2016.pdf. Specifically, samples for the analysis of volatile constituents must be preserved in the field using laboratory supplied preservative and must be collected prior to the collection of samples for non-volatile constituents.3)The report delivered to ADEC after work is completed will adhere to the requirements listed in Project Request for Proposal (PRFP) 18-117-17 section 3.3 (ME) Task II Reporting including: A)Meeting the requirements of 18 AAC 75.380 B)Must be commensurate to the complexity of the project; C)Provide the reader a thorough understanding of the potential environmental issues that existed within the study area, and residual impacts that may remain. According to the PRFP the report is also to include: A.Summary of changes or variances from the work plan; B.Copies of all field notes; C.Tabled data for clarity of review;
D. Figures showing the drum locations, sampling and boring locations, and relevant site features; E.Photographs; F.Conceptual Site Model; G.QA/QC narrative and Laboratory Data Review checklists; and H.Documentation of drum and waste disposal. 4)Please review ADECs Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites guidance located at : http://dec.alaska.gov/spar/csp/guidance_forms/docs/SiteCharacterizationWorkPlanReportingGuidance2017.pdf and include all applicable project details in the draft report.

Site Characterization Report conducted under NTP conditionally approved on this date. 36 drums were overpacked and removed from the site. 20 of the drums were manifested as hazardous waste due to Tetrachloroethylene and benzene concentrations, and 16 drums were manifested as non-hazardous waste. Surface soil samples indicate Diesel Range Organics (DRO) (up to 47,900 mg/kg), Residual Range Organics (RRO)(up to 257,000 mg/kg), benzene (up to 0.0364 mg/kg), benzo[a]anthracene (up to 0.511 mg/kg), benzo[b]flouranthene (up to 2.1 mg/kg), benzo[a]pyrene (up to 1.91 mg/kg), naphthalene (up to 0.165 mg/kg), and 2378 TCDD (up to 0.000346 mg/kg), and lead (up to 6,860 mg/kg) are present. Soil borings indicate DRO is present at 566 mg/kg, naphthalene at 0.11 mg/kg, 1,2,4 Trimethylbenzene at 0.26 mg/kg, and Tetrachloroethylene at 0.921 mg/kg are present in subsurface soil 14 feet below ground surface. All listed contaminants exceed Table B1 and B2 Migration to Groundwater cleanup levels, while benzo[b]fluoranthene, 2378 TCDD, and lead also exceed human health levels listed in Table B1, and DRO and RRO also exceed Maximum Allowable concentrations listed in Table B2. Arsenic was detected above cleanup levels in soil, but are considered background. Groundwater was not sampled as it was not encountered down to 20 feet below ground surface. Consultant is to submit final version of the report by January 31, 2018. |

The Targeted Brownfields Assessment report completed by the EPA was reviewed. Sample results indicate Arsenic, Manganese, Antimony, Copper, Lead, Cadmium, Zinc, Mercury, DRO, GRO, Pentachlorophenol, benzene, ethylbenzene, Xylenes, N-Butylbenzene, Styrene, Benzo[a]anthracene, Benzo[a]pyrene, Naphthalene, Trichloroethene (TCE), Tetrachloroethene (PCE), 1,2,4 Trimethylbenzene, 1,2 Dibromethane,
1,3,5 Trimethylbenzene, and 2,3,7,8 TCDD were present in surface soil (0-2 feet bgs). Most were found above 18 AAC 75. 341 Tables B1 and B2 in concentrations exceeding only the most stringent cleanup level. Arsenic and Manganese are likely from naturally occurring conditions except for two samples which may have an anthropogenic source. Contaminants were not found above cleanup levels in subsurface soil (2 feet +) during this field effort. Arsenic, Manganese, lead and Ethylene Dibromide (EDB) were detected in groundwater above levels listed in 18 AAC 75.345 Table C. It should be noted that the groundwater found was likely transitory; the samples were turbid making the samples potentially biased high; the arsenic and Managanese may be due to naturally occurring conditions; and while EDB was found in the groundwater, it was not found in the soil above cleanup levels. Iron was the only contaminant located in surface water above DEC water quality standards, and may be due to the presence of rusting debris in the area. Arsenic, Nickel, Copper and Barium were found in the sediment above NOAA SQuiRT Tables. Lastly, building materials with 10.5% amosite asbestos was found on the site.

The EPA and the Matsu Borough completed a removal action at the site. Approximately 50 cubic yards of lead contaminated soil, 30 cubic yards of thallium contaminated soil, drums, asbestos containing material, and 500 cubic yards of solid waste was removed from the site during this removal action. |
