Problems/Comments
16 ASTs removed in 2003 tank demolition project. Two smaller tanks remain in place on the north side of the site. 14 of the tanks were located on raised wooden platforms. A lined containment area was found under both platforms. The liner was badly damaged and discontinuous. All water that is captured in the containment area is directed to the southeast corner of the tank yard to a bermed holding area. The area is roughly 45' long by 25' wide and is not lined. Any historical leaks from tanks or piping would most likely have been channeled to this area. A small pad that contained two tanks is on the east side of the site. The pad is lined and surrounded by a lined containment berm. Staining was found on the west side of the two-tank pad on the soil outside of the containment area. It appears that these tanks are part of six tanks that belong to the Puvurnaq Power Company. These tanks were combined with the school tank farm for the purposes of tank demolition. These tanks are not part of the LKSD site. The area north of the site currently contains two small horizontal fuel tanks and some full and partially full 55 gallon drums. This area of dark staining to the soil has a strong hydrocarbon odor. A hydrocarbon sheen was also present on standing water in the area. The area is approximately 50' across and 60' long. These tanks are not part of the LKSD site. Site located at the east edge of the residential part of town. Site needs determination of the responsible party and landowner. Latitude and longitude are speculated at this time. Better location information needed. The responsible party appears to be the Lower Kuskokwim School District (LKSD) see updated affiliates tab. (01-09) Updated problem statement (as it pertains to Tank Farm 2) from Oasis Work Plan dated 6-23-2003: Tank Farm 2 is owned by the LKSD. The LKSD tank farm consisted of 10 tanks surrounded by a dirt berm and fence. One piping leak was noted during the initial survey in 4-03, no further detail was provided. All tanks were removed during the April 2003 tank demolition project. Note: discrepancy in number of tanks - seems to be due to the additional 6 tanks that were owned by Puvurnaq Power Company adjacent to the LKSD tank farm that were added to the 10 tanks owned by LKSD this total would equal the 16 tanks that were removed in the 2003 tank demolition project in what Oasis' final report 10-20-03 calls Tank Farm 2. ADDITIONAL INFORMATION: Two reports of spills near the generator shack of the Kongiganak School were submitted by LKSD (this is the school site that is to be vacated 12-09, when they move into their new school building). A 15-gallon heating oil spill in April 1995 was never entered in the SPAR PERP database. In April 2003 a 450-gallon heating oil spill happened; 400-gallons of that spill were captured and reused. SPAR PERP closed the spill out of their database, as cleaned up, and did not transfer it to CS.
