Problems/Comments

October 22, 1998, a 1,000-gallon heating oil UST was removed from the Old Library building. A small spill impacting approximately 10cy of soil was reported (File # 2601.38.008). The remaining soil was tested, and any remaining contaminants were below ADEC cleanup levels. The excavation was sampled back filled with clean material, compacted and brought to grade. No additional tanks were installed. This file was closed in August of 2003. On 5/2/2003 free oil product was observed from an unknown source (Spill no. 03249912201) in the drainage swale between the outfall at the property line of the Kodiak Public Library (A. Holmes Johnson Memorial Library) and the Teen Center and the catch basin located off the corner of the library building. 80.15 tons of soil were transported to SPI Bells Flats for remediation. The proximity of the foundation of the library building limited the access of some of the contaminated soil. Site transferred from PERP. The site was closed with institutional controls in October 2003 until the remaining contamination became accessible. Per The City of Kodiak report dated 9/7/2003: At the time the spill was first noted on May 2nd 2003, the oil contaminating the site was observed to come from the drainage pipe which daylights from the embankment from the Teen Center property. In the connecting catch basin on the north side of Cedar Street, oil was observed seeping into the catch basin with the ground water and then entering the pipe which connects to the pipe which daylights onto the library property. Free product was observed in the drainage swale between the outfall at the property line with the Teen Center and the catch basin located off the comer of the library building. The crawl space of the adjacent Teen Center building was inspected and it was found to be dry with no smell or any other indication of oil. The buildings of the neighboring houses were inspected to find out which has underground tanks. All were found to have aboveground tanks. On 3/21/17 additional petroleum-contaminated soil from an unknown source (Spill no. 17249908001) was encountered while excavating to connect to an existing storm drain pipe during demolition of the former library building. The site was reopened to address characterization and cleanup of previously-inaccessible contamination. 12/9/2020 Update or Other Action ADEC approved field work/excavation extension to spring of 2021. Requested by Tim Shaw of NWFF Environmental (NWFF, Inc.). The City needed the site this summer for the staging and preliminary construction of new tsunami warning system towers and sirens. This project took more area and more time than anticipated. The availability and shipping of materials for the long term soil stockpile took longer than anticipated. This delay was in-part due to the issues we have encountered in a number of projects due to limited availability and shipping delays associated with the pandemic. The City has procured the materials needed for the stockpile construction. These delays brought a wetter and colder time of the year. Such weather creates challenges in excavation due to accumulation of rain water and snow – all things to be avoided to ensure retrieving the remaining contamination in one excavation effort. 6/3/2021 Update or Other Action Onsite water discharge BMP/WP approved. Remedial actions began 5/24/2021, and work was halted when water exhibiting free product was encountered in the excavation. Water is believed to be stormwater either derived from the City’s drainage system, or a conveyance of stormwater residual in the hillside travelling along a preferential pathway and exiting into the excavation. Dewatering efforts will utilize a vacuum truck capable of handling up to 2,100 gallons and pumping at 150 gpm. The truck will be surrounded at all times with impermeable snap berm. Storage will utilize new 330 gallon Intermediate Bulk Containers (totes). Water will be contained onsite until treatment and discharge. Water will be passed through a granular active carbon (GAC) system consisting of sequential 55-gallon barrels of GAC. The system is of gravity feed design, and will not exceed 6 gallons per minute. The rated capacity of each barrel is 2,000 gallons. At the end of the rated lifespan of the filtration media, the operator will install fresh media regardless of water quality indications.Process effluent from each barrel will be tested in accordance with 18 AAC 75 and 18 AAC 70 and discharged onsite with ADEC approval. Water Quality Testing and Cleanup Standards. At the end of dewatering, the QEP will direct a test batch of water be passed through the filtration system; process effluent will be collected and analyzed. Jessica Hall

3/15/2022 Update or Other Action ADEC has performed a data gap analysis for the contaminated site Kodiak Public Library Culvert Spill at the request for closure in the March 2022 Site Closure Report. 2017-TP 4 sample at 2.5 feet was 2,620 mg/kg DRO a similar location between TP1 and TP3 was sampled, but that only went to 2 feet this location is not vertically delineated, 2017-TP 5 sample at 2 feet was 8,770 mg/kg DRO, additionally Methylnaphthalene, 1-, Methylnaphthalene, 2-, and Naphthalene exceeded at concentrations above Migration to Groundwater, a similar location between TP1 and TP3 was sampled, but that only went to 2 feet. This location is not vertically delineated, may be horizontally delineated, need clarification on figures from March 2022 report, for sample 21-COK07082. 2017-TP 17 sample at 5 feet was 2,210 mg/kg DRO, similar location sampled at TP4, but that only went to 2 feet and was north of TP17. This location is not vertically delineated, and not horizontally delineated. 2017-TP 19 sample at 3 feet 8,120 mg/kg DRO, additionally Methylnaphthalene, 1-, and Naphthalene exceeded at concentrations above Migration to Groundwater. A similar location was sampled at TP2, but that only went to 2 feet and was northeast of TP19, Not vertically delineated and not horizontally delineated. Observable sheen was noted in the excavation dewatering in 2021 field event, groundwater sampling is needed at the site. A figure is needed to indicate where historical contamination from 2003 was located and display how sampling from 2017-2021 characterized the extent of that contamination. ADED requested the RP submit this in the future Work plan along with actions to complete the data gaps listed above. Jessica Hall

The COK has notified ADEC by phone that emergency utility repairs consisting of a sewer line repair (removing a blockage in the line) traversing the site. The ADEC has supplied NWFF/COK with the September 2018 Technical Memorandum Managing Petroleum-Contaminated Soil, Water, or Free Product during Public Utility and Right-of-Way Construction and Maintenance Projects. This emergency repair will be in accordance with this document and will be overseen by an ADEC QEP who will provide PID screening of soils encountered. All soils will be returned to the excavation in the approximate location they were removed. Identified contaminated soils will be logged (depth and gps coordinates) in a report to the ADEC at the completion of this undertaking. Jessica Hall
