Problems/Comments

A Phase II Site Assessment conducted on the Bentley Mall property indicated concentrations of PCE (tetrachloroethene) and TCE (trichloroethene) above ADEC soil and water cleanup levels. The concentration of PCE and TCE are highest along the south boundary adjacent to College Road and in particular, the southeast corner. The highest level found in groundwater samples was 2,910 ug/l and the highest level for TCE found in groundwater samples was 97.5 ug/l. A soil sample taken between the East Satellite Building and the VIP Dry Cleaners at five feet bgs., had a high PCE reading of 0.294 mg/kg. A ground water investigation conducted during the winter 2004/2005 found that the PCE ground water plume extends beyond Noyes Slough into the northern portion of the Charles Slater Homestead Subdivision. PCE soil and groundwater contamination was detected on Fred Meyer-East property (Tax Lot 221 owned by the Bentley Family Charitable trust) during Phase I investigations dated July 2002 and September 2002. Tax Lot 221 is adjacent to and generally down gradient from the Bentley Mall property. See file 100.38.166 for other detected contaminants and details.

3/4/2005 Meeting or Teleconference Held Met with Lyle Gresehover. Alaska Resources and Environment (AR&E) submitted a ground water investigation report for the Bentley Mall East Satellite building. The report summarized the results from the GeoProbe investigation that was conducted last winter. The PCE plume extends beyond Noyes Slough into the northern portion of the Charles Slater Subdivision. The PCE concentration close to the source area is 4600 µg/L, 280 µg/L at 21 below ground surface (bgs) next to Noyes Slough, and 71 µg/L at 35 bgs one block east of Monroe High School. AR&E will conduct a well search in the Slater Subdivision and test the indoor air quality at the East Satellite building, McDonald’s Restaurant, and the Well Fargo Bank which are close to the source area in the near future. 3/30/2005 Meeting or Teleconference Held Telephone conversation with Lyle Gresehover with Alaska Resources and Environment: preliminary indoor sampling results suggest that the EPA 10-05 risk screening level is exceeded at the East Satellite Building and Wells Fargo Bank. Lyle will furnish results after meeting with Bentley Mall owners. Permission to sample the indoor air at McDonalds has not been received after several inquiries. The local McDonalds is not a local franchise but controlled by the corporate headquarters. Lyle was advised that ADEC will assist in obtaining permission once the East Satellite Building and Wells Fargo results are received. It was agreed that as an interim measure existing HVAC systems should be evaluated and maintained at a positive pressure if possible. Douglas Bauer
4/4/2005 Update or Other Action Received by email latest indoor air sampling results. Tetrachloroethene (PCE) and trichloroethene (TCE) were detected in the indoor air at the Wells Fargo Bank and the East Satellite buildings on the Bentley Mall complex. Background levels (indoor and outdoor sources other than the vapor intrusion pathway) were not identified and measured. Therefore, the indoor air concentrations may reflect additional sources other than potential vapor intrusion. The range of PCE and TCE concentrations at the East Building were 33-35 µg/m³ and 0.58-6.8 µg/m³ respectively. At the Wells Fargo Building PCE and TCE concentrations ranged 170-200 µg/m³ and 1.5-1.6 µg/m³ respectively. For comparison, the target levels for the 10E-05 risk factor for PCE and TCE for residential buildings are 8.1 µg/m³ and 0.22 µg/m³ respectively. As an interim mitigation measure, the heating and ventilation systems at both buildings will be inspected and adjusted to maintain a positive pressure if possible. Alaska Resources and Environment (AR&E) has not obtained permission after several attempts to measure the indoor air at the McDonalds Restaurant west of the Wells Fargo Bank. Apparently the restaurant is no longer a local franchise and it is controlled by the corporate headquarters. The Department will assist AR&E in gaining access to the facility. Lindsay Smith was asked to calculate commercial building target levels using standard EPA commercial exposure frequency and exposure duration criteria. Due to her workload, Lindsay will not be able to provide the numbers until the end of April 2005. Douglas Bauer

7/23/2008 Update or Other Action Staff received the 2007 Groundwater Monitoring Report and remediation status. The remediation system (AS/SVE) was installed in Sept 2006 and appears to be working. The concentrations in the source area are decreasing. Indoor air concentrations were measured in Wells Fargo and ESB building and were below commerical screening levels. HVAC systems operating during sampling. Asked consultant to identify houses within the plume area that have basements and this will be included in the 2008 report. The groundwater and indoor air sampling will continue. Some updates to the remediation system will continue and monitoring will continue. Appear to be in compliance with the ROD. Ann Farris
7/10/2009 Update or Other Action 2008 Groundwater Monitoring and Indoor Air Quality Report was received. The results indicate improvement in the groundwater concentrations since the SVE system went online. The indoor air levels have not changed significantly, but remain below the commercial screening levels. Samples collected with HVAC operating. 7/24/2009 Update or Other Action Staff contacted Wells Fargo regarding their plans for expansion at the Bentley Mall. Sandy Hoglund is primary contact. The plans are on hold until at least 2010 due to economic shift. They did collect soil samples from 3 locations that indicated PCE and TCE above cleanup levels from 2.5 to 14 ft. Staff contacted consultants to set up meeting to discuss these results. Ann Farris
9/16/2009 Meeting or Teleconference Held Staff met with Ben Wells from ERG and Mike Hodges with CEECON regarding the site status and plans for upcoming year. Current landowner is Krauss Property Management (907) 456-3900. Ed Willis is still property manager, but working now for Krauss. Rawson has remained liable for the subsurface contamination. Wells Fargo and others are leasing the space. The SVE systems has been modified to include two new wells and tie in an existing vapor monitoring well. Treatment will be focused on the remaining hot spots along college road and the land between the SVE connex and Wells Fargo. Soil samples were collected by CEECON in this area and results will be presented in a report on the remediation system, expected by November. ERG plans to submit letter with this report with recommendations for system exit strategy and long-term monitoring strategy. Discussed need to address VI pathway in residential area. DEC will write letter with the specific regulatory requirements and ERG will respond with work plan to address pathway. Ann Farris

10/7/2010 Meeting or Teleconference Held IN september, the consultant, ERG, Inc., contacted me regarding their plans to try to shut down the SVE system and address our concerns about the vapor intrusion pathway in the residential neighborhood downgradiet. They since submitted a work plan to collect soil gas along the source area sewer line and Noyes Street (downgradient). The work plan was not satisfactory. The figures describing the sample locations were not legible, but the consultant was in the field doing the work already so they choose to proceed anyway. We discuss the approach they were taking and it appeared to be on the right track, however, I told them I could not guarantee we would accept the data. They expect results back in November and will submit a report. Ann Farris
8/31/2011 Long Term Monitoring Established Env. Resource Group (ERG) requested to turn off and remove the soil vapor extraction system. The site has not yet achieved cleanup levels, but the data indicate the system has removed a significant amount of the contamination and reached diminishing returns. ERG recommended monitored natural attenuation as the alternate cleanup plan to achieve final cleanup levels. Their proposed monitoring schedule is: • September 2011 • March/April and Sept/October 2012 and • March/April and Sept/October 2013 After these semi-annual events, ERG would like to move to a single annual event and ultimately even less frequent. Staff approved these changes based on review of the remediation system report, groundwater report, and passivee soil gas and indoor air survey reports received in 2011. 6/18/2018 Update or Other Action ADEC approved the SVE piping decommissioning as follows: ADEC understands that vertical SVE piping components will be pulled from the ground on June 19-20, 2018, and instead of being stored and sampled as proposed in the June 8, 2018 Contaminated Soil and Waste Management Plan BMES Starbucks Upgrades, the piping will be immediately brushed of soil after being pulled from the subsurface, and then cleaned and rinsed with an Alconox solution. The solutions (cleaning and rinsing) will be captured and retained for F-002 hazardous waste disposal via the services of NRC Alaska, while the decontaminated SVE PVC piping will be disposed of as solid waste, no longer containing hazardous waste. ADEC understand this to be consistent with 40 CFR 265.45 Treatment Standards for Hazardous Debris. Jim Fish

6/20/2018 Update or Other Action Current modifications to the June 2018 Contaminated Soil And Waste Management Plan, BMES Starbucks Upgrades, Fairbanks, AK, include: 1)Vertical SVE/Air Sparge well casing are being – or have been - pulled, decontaminated and disposed as approved in ADEC’s June 18th email 2)Some wells required over-drilling and resulted in excess soils that will be disposed of as F-002 listed Hazardous Waste 3)For metal piping removed from the subsurface, ADEC request that this same approach (as outline in ADEC’s June 18th email) also be followed 4)A Contained-In Request letter will be drafted by S&W and co-signed by the property owner and sent to EPA Region 10 RCRA Program to propose contaminant levels soils and debris no longer contain Hazardous Waste 5)In lieu of having the Contained-In Determination, work may progress, but RCRA Generator rules and Accumulation Standards (40 CFR part 262) will apply, until a Contained-In Determination is received 6)You anticipate ~10 cu yds. soil and ~200 sq. ft. of concrete materials to be stored (temporarily), sampled, and disposed 7)The approach for soils is to utilize Super-sacs for soil storage until sampling and disposal can be implemented (a connex or enclosure may be used to store the super-sacs); each Super-sac will be sampled 8)Roll-off boxes or similar container may be used for concrete storage until sampling and disposal can be implemented 9)The Staging Area for storing media has changed to be the portion of parking lot just of the East Satellite Building 10)Screening will not be used to determine if materials do not contain hazardous waste – confirmation sampling and laboratory analysis should be used for that determination 11)After the Retro Coat material is re-applied to the interior to the East Satellite Building, follow-up verification of its effectiveness via indoor air sampling will be conducted (this may be captured under the current groundwater monitoring and VI evaluation plan).
