Problems/Comments
During the removal of two heating oil tanks (Tank Nos. 1 and 2), diesel-contaminated soil was encountered in the excavation and approximately 100 cubic yards of contaminated soil was excavated and brought to OIT, Inc. for thermal remediation. Tank Numbers 3 and 4 were removed on July 14, 2003, and the excavations field screening results indicated that there were no spills or leaks associated with the tank systems. A site assessment including soil sampling was conducted and test results confirmed DRO and benzene were below ADEC cleanup levels. For Tank Numbers 1 and 2, four direct push soil borings and three monitoring wells were completed around the excavation. Some diesel-contaminated soil remains in place at Tank Numbers 1 and 2, though it appears to be limited in lateral extent. Soil samples collected within the excavation showed DRO concentrations ranging from 2080 to 7550 mg/kg. Of the four borings completed during the RI, only SB-2 showed DRO above detection limits (1070 mg/kg). The other three borings were below detection limits. DRO in groundwater exceeded 1.5 mg/l in the three wells close to Tanks Number 1 and 2 and in MW-1, next to Tank Number 3. DRO in these wells ranged from a high of 16.8 closest to the tanks to 2.03 in the downgradient well. Wells located farther downgradient showed DRO present at concentrations of 0.58 and 0.38 mg/l. Selected samples were tested for PCE and other PAH and VOC compounds. PCE was detected in the soil sample from Tanks 1 and 2 excavation at 0.0996 mg/kg, which is above the ADEC Table B1 cleanup level of 0.03 mg/kg. The presence of PCE is off-site migration from an adjacent site. None of the other samples detected PCE, and no other PAH or VOC analyte was detected at levels above ADEC criteria.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
10/23/2003 | Site Added to Database | Primarily DRO contamination with some PCE soil contamination found in the excavation. The excavation was in the middle of a PCE plume. Despite the DRO being the Primary Contaminant of Concern at this site and the PCE presence due to off-site migration, the Reckey Workplan has been established as a hazardous substance number to reflect the fact that the PCE will, in all likelihood, be persistent for the long-term and be a consideration at this site during remediation. | Deborah Williams |
10/24/2003 | Site Ranked Using the AHRM | Preliminary ranking. | Deborah Williams |
9/25/2009 | Update or Other Action | DEC received from Travis/ Peterson a Groundwater Sampling report for North Star Terminal Building 23. Groundwater was sampled for DRO and BTEX in wells MW-1, MW-12, MW-30, and MW-32. DRO exceeded the cleanup levels in two of the wells. Well MW-14 has been decommissioned. Samples were not analyzed for chlorinated solvents. | Tamara Cardona-Marek |
1/5/2012 | Update or Other Action | DEC received from SLR a Cleanup Complete with Institutional Controls request that includes site history, groundwater data review for 2009, and an updated conceptual site model. | Tamara Cardona-Marek |
1/6/2012 | Update or Other Action | Address updated from 701 Bidwill to 925 Bidwill based on Fairbanks North Star Borough Map. | Tamara Cardona-Marek |
1/19/2012 | Cleanup Complete Determination Issued | Tamara Cardona-Marek | |
1/19/2012 | Institutional Control Record Established | Institutional Controls established and entered into the database. | Tamara Cardona-Marek |
2/13/2012 | Update or Other Action | DEC received signed copy of the Institutional Controls Agreement and copy of recorded deed notice. | Tamara Cardona-Marek |
7/3/2013 | Institutional Control Compliance Review | IC compliance review conducted and staff changed from Tamara Cardona-Marek to IC Unit. Reminder system set-up to follow-up with the responsible party in 2017. | Kristin Thompson |
8/12/2013 | Update or Other Action | Site symbol visually adjusted using ArcGIS, Bing satellite imagery, and documents from the file. 64.816906, -147.723743. 8/12/13; MLB. | Michelle Barnes |
1/7/2015 | Institutional Control Update | Received notification from Golden Valley Electric Association that the land use for this site remains unchanged. | Kristin Thompson |
9/23/2015 | Document, Report, or Work plan Review - other | Approved workplan to decommission MW 2, MW12, MW30, MW 31, and MW32. If MW1 is not functioning is will also be removed; however, this well is used to monitor solvents associated with the North Star Terminal #2 (Haz ID 1087) solvent plume so will be left in place if it is still working. | Janice Wiegers |
10/30/2015 | Document, Report, or Work plan Review - other | Received monitoring well decommissioning report. MW-30, MW-31, and MW-32 were decommissioned by removing the well casing or breaking the well casing and leaving a portion in place and filling with bentonite slurry. The consultant noted that the depth to water was 9.7 feet in MW-30 prior to decommissioning. MW-1, MW-2, and MW-12 were left in place for monitoring solvents from the North Star Terminal #2 site. MW-12 was repaired as it was frost-jacking. | Janice Wiegers |
1/5/2018 | Institutional Control Periodic Reporting | A letter was received today with notice that there have been no changes in land use at this site. | Kristin Thompson |
1/5/2018 | Institutional Control Compliance Review | IC compliance review conducted. Closure/IC Details updated. Reminder system set for follow-ups to occur every three years. | Kristin Thompson |
4/21/2022 | Institutional Control Compliance Review | A letter was received today with notice that there have been no changes in land use at this site. The next compliance review will be in 2025. All institutional controls are in compliance. | Evonne Reese |
1/5/2024 | Institutional Control Compliance Review | Received a notice of use letter from the property owner which shows that there have been no changes in land use. All institutional controls are in compliance. | Evonne Reese |

Requirements
Description | Details |
---|---|
Advance approval required to transport soil or groundwater off-site. | Standard condition. |
Other | Land use conditions must be reported to ADEC every three years. Any changes in land use and/or ownership that occur must be reported to ADEC at the time of the change. |
Groundwater Use Restrictions | Installation of groundwater wells will require approval from ADEC. |
Other | Existing monitoring wells (MWs) installed at the property and the surrounding area are being utilized for a separate chlorinated solvent groundwater investigation. However, any MWs that are not needed for monitoring must be decommissioned in accordance with ADEC guidance within 60 days after it is determined by ADEC that MWs are no longer needed. |
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) | Standard condition. |
