Problems/Comments

The State of Alaska Tok Combined Use Facility is located at MP 1314 of the Alaska Highway in Tok. The site houses the AK Trooper's office, Public lands Information and the Public Health Facility. On September 25, 2003, a 1,500-gallon heating-oil USTwas removed. The tank was located at the north wall of the building. An estimated 70 cubic yards of contaminated soil was removed from the excavation and stockpiled on-site. The final size of the excavation was about 14 by 16 feet by 12 feet deep. Groundwater was not observed in the excavation. A sample collected from the west wall of the excavation contained 5,370 mg/kg DRO, 0.0429 mg/kg toluene, and 1.268 mg/kg total xylenes. The sample and duplicate collected from the east wall of the excavation contained 887 and 1,180 mg/kg DRO, and 0.518 and 0.347 mg/kg total xylenes. A water well serving the facility is located about 10 feet east of the tank. The well is reportedly about 100 feet deep, and water is present at 50 feet bgs. A sample taken from this well in 2004 did not contain DRO, or BETX compounds above laboratory PQLs. Overhead utilities precluded the installation of a soil boring in the location of the former UST.

9/19/2005 Leaking Underground Storage Tank Corrective Action Underway Two reports for this facility were received. The first was an UST closure received in July 2005, and the second report, received in September detailed the groundwater sampling results collected in Oct. 2004. The UST was a heating oil tank. Its removal is described in the problem statement of this file. A drinking water well is located about 10' from the former UST location. This well is reported to be 100' deep. The depth to the water table is reported to be 50'. A water sample taken from the well in 2004 did not contain DRO or BETX compounds above laboratory PQLs. The stockpile was move to the Tok Maintenance Station and combined with a soil stockpil from an UST removal at that site. The report suggests a NFRAP status for the site. Kim DeRuyter

2/6/2006 Institutional Control Record Established The onsite drinking water well must be sampled annually. ADEC requests the water well be sampled during the summer of 2006 and again in 2007. Samples shall be analyzed for DRO and BTEX compounds to ensure the groundwater does not exceed 18 AAC 75.345 Table C cleanup levels. The water samples shall be analyzed using EPA Method 524.2 for the BTEX compounds and AK 102 for DRO. In accordance with 18 AAC 75.325(i), ADEC shall be notified of any proposed removal and/or disposal of soil or groundwater from this site to an off site location. If excavation is planned for the area of the former UST, a plan to address the contamination remaining there shall be submitted to ADEC for review and approval. In accordance with 18 AAC 75.380(d)(1), ADEC reserves the right to require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that suggests any contamination at this site may pose a threat to human health or safety, or the environment. ADEC will consider a Site Closure (and removal of institutional controls) only after the soil and/or groundwater achieves the established cleanup levels for the site. Kim DeRuyter

5/28/2009 Institutional Control Record Removed The drinking water well was sampled in 2008 and analyzed for DRO and VOCs by EPA 524 resulting in nondetect for all analytes. Although the institutional controls called for two samples, one in 2006 and one in 2007, DEC has determined the sampling in 2008 will fufill this requirement.
