Problems/Comments

The site was used as an exploration pad for a well drilled in 1968 by Mobile Oil Corp. The well was plugged and abandoned in May 1980. Contamination on the pad is highest on the north end with 16,200 mg/kg DRO. GRO is highest near the wellhead at 1,090 mg/kg. The DRO concentration at this site are 5,310 mg/kg. A borehole to the west of the pad in the tundra contains 27,300 mg/kg DRO and is extremely localized. Tests in the pond just north (downgradient) of the pad showed the appearance of sheen when the sediment was disturbed. Kuparuk State #1 is 100 yards to the northwest of the Red Barn Storage Pad. See file number 300.38.233 for full report. Red Barn Pond is approximately 378 feet to the east. The site has never been accessible by the road system.

11/30/2009 Cleanup Plan Approved Reviewed CAP for Kuparuk State #1 including Red Barn Storage Pad. Both gravel pads will be removed along with the site structures, and reserve pit waste will be capped in place. Data from previous assessments found DRO up to 2,150 mg/kg at one of two areas of hydrocarbon impacts at Red Barn Pad and DRO up to 16,200 mg/kg on the north side of the Kuparuk State 1(KS1) Pad. Much of the contamination on the KS1 pad is centered around the well head suggesting contaminated material came from down hole and is E&P exempt. One small area of contaminated tundra was also noted west of the KS1 pad, but was shown to be very localized and due to the presence of healthy tundra vegetation, will not be addressed as part of the CAP. Asbestos, lead based paint, and PCB-and mercury-containing materials are also present in the Red Barn itself and will be removed and disposed of prior to the gravel pad work. Gravel at the pad will be categorized as clean, conditional use, restricted use, or contaminated based on a combination of existing data and new sample analyses as required. If gravel stockpiling is necessary, stockpiles will be sampled for characterization purposes prior to reuse. Once the gravel pad is removed, confirmation samples will be collected to document the cleanup efforts and for use in developing institutional controls, if required. Clean and conditional use gravel with DRO less than 500 mg/kg will be used onsite as reserve pit backfill, restricted use and contaminated gravel will be transported to the East Dock landfarm for treatment. 1/24/2011 Final Cleanup Report Reviewed Reviewed Corrective Action Report for Kuparuk State #1. The well at this site was P&A’d in May 1980. Corrective action conducted in 2010 included backfilling the reserve pit and removing the gravel pad. Approximately 5,700 cy of clean gravel were removed and used as onsite backfill in the reserve pit. Approximately 4,000 cy of gravel that had been designated restricted use after Phase II sampling was stockpiled and sampled to determine the reuse category. Of these 3,800 cy, 1,800 cy were transported to the East Dock Landfarm for treatment, 1,400 cy were used to backfill the reserve pit, and 800 cy were hauled to MPU D Pad for use as reserve pit backfill. Approximately 3,500 cy of contaminated gravel were excavated and hauled directly to East Dock for treatment. Following removal of the gravel pad, confirmation samples were collected from the bottom and sidewalls of the excavated area. DRO was detected at a maximum concentration of 1,090 mg/kg. 2/8/2011 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with BPX Kuparuk State #1 located in Prudhoe Bay, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and this site will be closed.
