Problems/Comments
Soil sample analysis determined that diesel range hydrocarbons ranged from 4,390 to 13, 600 mg/kg in residual soil ranging from five to eight feet below ground surface in the excavation to remove a 1,000gallon heating oil tank. ADEC determined that the residual contaminated material was in sufficiently weathered condition and stable enough to be left in-place to naturally attenuate. Clean soil was used to backfill the excavation to grade and the ADEC approved capping the site from curb to curb with asphalt. Infiltration of surface water is thus controlled by the surface seal and the water is carried away from the site by the new storm drain system. Twenty five yards of contaminated material was thermally remediated and contaminated water from the tank was treated by the Channel Construction oil/ water separator; the tank was cleaned and then salvaged for scrap metal. UST was found adjacent to Juneau Townsite Block 33, Lot 7A, Parcel # 1C030A330010, a privately owned property.

12/23/2004 | Site Ranked Using the AHRM | Ranked using data in PERP spill report. | Bruce Wanstall |
12/23/2004 | Spill Transferred from Prevention Preparedness and Response Program | An unknown quantity of soil and groundwater contamination remains in the road right-of-way beneath the pavement. | Bruce Wanstall |
9/10/2007 | Exposure Tracking Model Ranking | Controlling pathway is subsurface soil exposure by groundwater ingestion; the volume of residual diesel contamination is not estimated but is likely de minimis since the source was removed. Soil and water transport restrictions will be placed on the roadbed to control future exposure until the petroleum naturally attenuates.. | Bruce Wanstall |
9/11/2007 | Institutional Control Record Established | An unknown volume of diesel contaminated soil remains in the right-of-way at 734 Goldbelt Avenue in downtown Juneau. Institutional controls on property limit, prohibit or protect against activities that interfere with improvements designed to encapsulate or control residual contamination per 18 AAC 75.990(54). In that regard, any proposal to excavate the contaminated material shall be reported to ADEC and a work plan describing how the soil will be managed and/or disposed must be submitted for review and approval prior to excavation. | Bruce Wanstall |
9/11/2007 | Conditional Closure Approved | The removal of the tanks and/or the product within them served to remove the source(s) of contamination. The residual contamination remaining in soil in the right-of-way at 734 Goldbelt Avenue in Juneau was determined not to pose an unacceptable risk to human health or the environment, subject to the conditions established in the institutional controls placed on the site. This determination is in accordance with 18 AAC 75.380(d)(2) and does not preclude ADEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment. | Bruce Wanstall |
12/16/2013 | Institutional Control Record Removed | The conditions at this site meet the 2009 closure policy, therefore ICs can be removed. The information included in the 2007 conditional closure decision document is still applicable along with the default requirement of no offsite transport of soil or groundwater without prior approval from ADEC. In accordance with 18 AAC 75.380(d)(2), ADEC may require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that indicates contamination at this site may pose a threat to human health or the environment. | Evonne Reese |
12/16/2013 | Institutional Control Compliance Review | IC review conducted. | Evonne Reese |
