Diesel contamination of soil at the fuel tank farm and camp generator was cleaned up and moved to a biocell. The migration of residual diesel soil contamination to surface water is a concern at both sites but neither is likely potable and as such is not an ingestion exposure risk. Site controls by ongoing industrial land use plan are suggested. |

DEC approval letter with comment was sent by regular and electronic mail to Craig Hultgren (HydroCon), environmental consultant for Columbia River Carbonates, owner of the Calder Mine Facility on Prince of Wales Island. The letter approved plans to investigate the extent of subsurface contamination at the Power Plant and Fueling Station following removal actions of contaminated soil to the Bioremediation Cell area. Any contaminated soil present at those release sites will be transferred and placed between liners as a new Bioremediation Cell to be managed with the other three Biocells. The total volume of soil under current remedial treatment from past cleanup removal at the facility is 216 cubic yards. DEC requested BTEX compounds and a field duplicate every ten samples collected be added to the sampling plan and a formal Bioremediation Cell Management Plan (with tilling, sampling and reporting schedule) be added as an attachment to the Environmental Report subsequent to the current site investigation by HydroCon. |

Reviewed the Draft 2019 Site Investigation Report, dated October 22, 2019. Site activities were completed in early August 2019 and generally consisted of stockpile management and sampling, additional remedial action, monitoring well installation, and groundwater monitoring.
Before sampling the two onsite soil stockpiles, additions of urea (540 pounds to CRC1 and 2,320 pounds to HydroCon) and phosphorus (135 pounds to CRC1 and 580 pounds to HydroCon) were mixed into the two piles to promote biodegradation of the contamination. In total 4 analytical samples were collected from the CRC1 pile and 6 analytical samples were collected from the HydroCon pile. DRO was identified in CRC1 up to 290 mg/kg and in HydroCon up to 440 mg/kg. Both results exceed the ADEC Method Two migration to groundwater (MTG) soil cleanup levels.
Excavations were performed at three locations where soil samples exceeded the cleanup levels in 2018; two at the former fueling station (sample locations CS-6 and CS-8) and one at the camp area (CS-4). Although planned, excavation and/or exploratory test pitting was not performed at locations S16, S17, S18, or CS1, as subsurface utility locates were not accomplished.
The excavation at location CS4 measured roughly 12 feet long, 10 feet wide, and 2 feet deep; CS6 measured 15 feet long, 11 feet wide, and 4 feet deep; and CS8 measured 16 feet long, 9.5 feet wide, and 5 feet deep. Confirmation soil sample results from each location revealed various levels of remaining contamination, all with at least one sample result above the Method Two migration to groundwater (MTG) soil cleanup levels.
Two monitoring wells, MW2 and MW3, were installed during the 2019 effort. The wells were installed using an air rotary drill rig. Soil samples were collected during the advancement every 5 feet. Well MW2 was drilled near the northwest corner of the shop building to a final depth of 39.28 feet. Water was encountered around 30 feet. Well MW3 was installed along the southern end of the shop building, nearest the haul road. The well was installed to a final depth of 14.42 feet. Each well was constructed with a 10 foot screen at the bottom of the well.
Well MW3 was dry and could not be sampled. Former Well MW1 and newly installed Well MW2 were successfully sampled. Results for Well MW2 were all below the ADEC Table C groundwater cleanup levels. The sample collected from Well MW1 had levels of DRO up to 7.4 mg/l.
Recommendations included in the report generally included further management of the now three onsite stockpiles, and further remedial action to remove the last remaining accessible DRO contaminated soil onsite. ADEC sent a letter on 11-6-2019 with comments on the report, and requesting a final version. Response to comments and final report received 12-09-2019.
