Problems/Comments

Mount Edgecumbe High School was originally part of the Sitka Naval Reservation acquired by the U.S. Navy Department in 1890. Construction of Sitka Naval Air Station began in 1939 and in 1942 was designated the Sitka Naval Operating Base (NOB). The Department of Navy transferred the 65.54 acre site to the U.S. Bureau of Indian Affairs (BIA) in 1946; the BIA opened Mount Edgecumbe School in 1947. State of Alaska, Department of Education and Early Development (DEED) presently operates a boarding school on the site for over 200 students. In April 1992, the Mount Edgecumbe School (designated Site No. F10AK049600) was determined to be eligible for the Defense Environmental Restoration Program –Formerly Used Defense Sites (DERP-FUDS). DEC Federal Facilities Program and the U.S. Army CORPS of Engineers performed site investigation and cleanups as deemed appropriate for former Department of Defense facilities on Japonski Island, including properties associated with the Mount Edgecumbe High School. Properties associated with the Mount Edgecumbe High School site includes seven Areas of Concern designated by FUDS-DERP as Areas A, B,C,E,H,I and J. The DEED property that corresponds with these AOCs on Japonski Island is USS 1496 Lot 15 subdivided into Lots 15A, 15B, 15C, 15D, and 15E. In 2006, DEC announced a groundwater-use determination under 18 AAC 75.350 and application of the ‘Ten-Times Rule’ for the US Coast Guard Air Station and the Sitka NOB contaminated sites. As a result, elevated soil and groundwater alternative cleanup levels (ACLs) are used for the cleanup criteria for the FUDS/DERP funded cleanup. The purpose of limited groundwater investigation was to ensure the soil ACLs are protective of surface water quality standards in 18 AAC 70. Contaminated soil beneath the water table at the time of each contaminated soil removal action was considered not accessible, was not investigated for extent and was left in place. The exterior of former military base housing (Sitka NOB Area E) along Tongass Avenue on the east side of the Millerville site had lead-based paint. Soil under the drip line around the perimeter of five houses was excavated and stockpiled on-site. Samples of soil remaining around the five houses were below the residential cleanup level of 400 mg/kg. DEC approved disposal of the stockpiled lead contaminated soil off-site.

5/16/2007 Update or Other Action ADEC reviewed results of ADOT&PF geotechnical study of ROW property bordering property lines of the site (Seward and UAS Access Roads). Low levels of petroleum contamination of soil and groundwater were detected in soil boring samples. 7/14/2007 Offsite Soil or Groundwater Disposal Approved ADEC approved plan for off-site disposal of the soil stockpile at the Millerville demolition site. Analytical testing of the soil using the Toxic Characteristic Leaching Procedure indicates that the lead-impacted soil is not a hazardous material and that lead will not leach from the soil in concentrations that will pose an unacceptable risk along the migration to groundwater pathway. The soil will be used as fill material in the subsurface grade portion of the closure capping of the Kimshan Landfill by the City of Sitka. Restrictions on excavation are included in the future land use plan for the final surface area of the landfill property owned by the City of Sitka. Bruce Wanstall

6/6/2012 Site Visit DEC conducted a site visit to observe and collect photographs at the back of the property where the DOD FUDS investigation identified above ground storage tanks that historically stored aviation fuel for the military base in the 1940s. Designated Area I, surface soil at the site was screened for petroleum contamination; none was identified exceeding soil screening levels. The location is between the school buildings and the large storage water tank; both structures were identified in the site visit and appeared to be in good condition. The area between these structures and the hospital grounds is well overgrown with vegetation and no residual debris was observed. Bruce Wanstall
5/28/2013 Potentially Responsible Party/State Interest Letter DEC letter was sent to the Division Director, Dept. of Education and Early Development, providing notice that due budget shortfalls DEC is finding it difficult to address both state-lead cleanups and contaminated properties owned by various state agencies. Sister agency representatives should consider additional resources beyond DEC annual capital improvement project (CIP) appropriation requests to address their pollution remediation obligations. Assuming agency representatives are able to secure funding, DEC agreed to work closely with sister agencies to address the contamination in the most expeditious and efficient manner possible. 9/20/2013 Exposure Tracking Model Ranking Initial and updated ranking with ETM has been completed for the Millerville Housing Demolition Site source area 79402. DEC approved an off-site disposal plan for the stockpile of soil and ash with low level Pb contamination from lead paint. Analytical testing of the soil by the RCRA Toxic Characteristic Leaching Procedure determined the lead-impacted soil is not a hazardous waste and will not leach Pb at levels that pose a risk of migration. Final placement of the soil is beneath the closure capping of the Kimshan Landfill by the City of Sitka. Restrictions on excavation at the landfill in the long term land use plan managed by the City of Sitka. Bruce Wanstall
1/6/2014 Update or Other Action DEC requests ADOT&PF provide a Phase II Report for the MEHS Aquatic Center Project at the former Sitka Powerhouse on the Mount Edgecumbe School contamianted site. DEC stated that approval of the site characterization and cleanup is required in regulation before any new construction begins. Attached to the email was a copy of the Contaminated Material Handling Plan Amendment Revision dated 7/8/2013 completed by Construction Group International with assistance from White Environmental and a blank DEC soil transport form. 10/31/2014 Update or Other Action The ADOT&PF architectural team asked Nortech to contact DEC with questions about what needs to happen with the contaminated material at the former Japonski Island Powerhouse. In the email, Nortech estimated there is about 1,200-1,500 cy of diesel and bunker oil contaminated soil and about 400-450 cy of lead (with a couple hot TCLP samples) contaminated material. The DOT architectural team wants to landfarm all material on MEHS property on Japonski and are looking for the Department’s opinion regarding what would be acceptable plan to ADEC. Bruce Wanstall
10/31/2014 Update or Other Action DEC requested ADOT&PF provide a copy of the pre-demolition Phase II Report on the powerhouse site and a brief report on the results of the field screening and analytical data from actions completed during the demolition of structures. Include the location and condition of contaminated material now stored at the site, where it came from, and the analytical soil confirmation samples collected at the limits of soil removal. Include any contaminated building materials found and where the materials are now stored. DEC will review and approve a plan to dispose of any contaminated material, including soil, from the site and a site characterization and cleanup sampling plan prior to beginning the work. After approval of the plan and results showing the site is clean to the satisfaction of the Department, then the project can proceed into the construction phase. DEC asks that ADOT&PF provide the requested information within 30 days of the date of the email message (dated today). 12/17/2014 Document, Report, or Work plan Review - other DEC approved the 2013 Nortech Report on conditions at the former powerhouse on the MEHS Power House Site and requested clarification on a few matters in a letter sent by regular mail to Nortech and copied to the EED Director of Facilities, the MEHS Building Supervisor, ADOT&PF Statewide and Regional Offices, the State Historic Preservation Officer with DNR and to CS Unit Managers. The Report characterized a volume for removal action of 400 cubic yards of lead contaminated soil and 1,500 cubic yards of POL contaminated soil. 1/16/2015 Document, Report, or Work plan Review - other DEC reviewed and approved by letter, sent by regular and electronic mail, a letter from Nortech dated January 13, 2015, providing information requested in the DEC Site Assessment Approval letter dated December, 2014. Site Assessment sampling data in the Report are now approved for site characterization and decision making regarding future removal actions at the site as required in 18 AAC 75.360. The information in the Nortech letter confirmed that Nortech personnel performed the sample collection and, in accordance with 18 AAC 75.335, are qualified third party person(s) that used sampling and field screening methods consistent with DEC requirements. 8/27/2015 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 71387 Lead Paint and POL Powerhouse & ASTs. In summary, Site Assessment following demolition of former military structures to allow new development in Area A have identified lead contaminated soil in concentrations that leach lead in excess of the RCRA limit of 5 mg/L. If the soil is disturbed it immediately becomes a hazardous waste that must be shipped to a RCRA Subtitle C landfill, the nearest is in Oregon, or chemically stabilized on-site to eliminate the leachability and monitored for control effectiveness. DRO contaminated soil in excess of Table B2 ingestion/inhalation levels will be encapsulated and capped on-site. BTEX and PAH concentrations are either below instrument detection or migration to groundwater cleanup levels and cumulative totals are unlikely to exceed water quality standards in off-site drainages. Nortech Engineering Inc. completed the Plan as a remedial strategy for the referenced Mount Edgecumbe High School contaminated site to be completed in conjunction with construction of an aquatic center for the State of Alaska Department of Education and Early Development. Remedial selections address mitigation of the direct contact, ingestion, and inhalation exposure pathways to soil, air, and groundwater environmental media in the Powerhouse and AST areas of concern. 8/16/2016 Site Visit DEC inspected the footprint of the aquatic center at the bunker fuel tank site with Mount Edgecumbe, environmental, and engineering staff. Inspected the Millerville soil stockpile site where there is a three thousand cubic yard volume of soil stored between liners waiting for the DOD INPR to remediate. 3/7/2017 Document, Report, or Work plan Review - other DEC has reviewed the Interim Site Characterization Report Mt Edgecumbe School: Aquatic Center (Report), dated January 31, 2017. Nortech Engineering completed the Report for ECI Alaska Architecture, documenting environmental sampling at the referenced Site. The Report documents implementation of the Corrective Action Plan (approved in August, 2014) at the Site for the construction activities completed in 2016 through September, 2016. A considerable amount of sampling was performed to characterize the site and an estimated volume of 11,000 cubic yards of contaminated soil was transferred to stockpiles located at the Millerville site on Japonski Island. In spring 2017 the CAP will complete the excavation, chemical stabilization, encapsulation and environmental assessment of the remaining lead contaminated material at the site. Bruce Wanstall

11/27/2017 Document, Report, or Work plan Review - other Reviewed the Final Corrective Action and Site Characterization Report this date. The report documents site activities in support of building the aquatic center adjacent to Mount Edgecumbe High School (MEHS). It is important to note that these activities were limited to the subsurface soil environment at the lateral and vertical limits of the construction footprint. No attempts to chase or further characterize contamination in soil or groundwater were made. Although 13,000 tons of petroleum contaminated soil and 350 cubic yards of lead contaminated soil were excavated, stockpiled, and chemically stabilized using ECOBOND® or disposed of at an appropriate facility, remaining contamination in a localized area is above the maximum allowable concentration for diesel range organics and residual range organics. This report summarizes the compilation of pertinent information from various historical reports into one document to provide an accurate history and understanding of current conditions at the site. The purpose of the compilation is to effectively address regulatory concerns and facilitate decisions regarding future action for the NOB Area A Site. The ADEC understands that the contract for revisions has expired and approves the report in its current form but will reserve judgement regarding the validity and specifications of its claims as the ADEC understands a "closeout report" is being drafted. 6/21/2023 Meeting or Teleconference Held A teleconference with USACE Grant Lidren and Wendy Hansen was held this date to discuss a pathway to closure. The ADEC would consider closure with ICs for the petroleum contamination if the Dept. of Education (DEED) would agree to institutional controls on the land. The lead contamination would be separated off and pursued via a new Hazard ID and file number. USACE is going to confer with DEED and will circle back with ADEC about next steps.
