Problems/Comments

A leaking heating oil fuel line caused a release underneath the dormitory building during the winter of 2002-2003. Most of the fuel was contained on the vapor barrier; however a small amount reached the soil beneath it. A soil removal was performed in October 2004. Five GW wells at the MTA office at the corner of 2nd and B Sts and a private well at the Talkeetna Motel across the street. Groundwater in the area is estimated to flow south/southwest at an average depth of 8 feet below ground surface.

Action Information

Action Date Action Description DEC Staff
3/7/2005 Interim Removal Action Approved Removal of 7 cubic yards of petroleum contaminated soil was conducted in November 2004. A small lens of contaminated soil was left in the excavation hole at 7' below ground surface underneath the building and below the plastic vapor barrier. Anne Marie Palmieri
3/7/2005 Institutional Control Record Established As there is contaminated soil present exceeding DEC's default levels, NPS will note this location on its GIS-database. Anne Marie Palmieri
3/7/2005 Conditional Closure Approved The site has been placed on the NPS GIS database as having a small volume of c-soil in place at 7' below ground surface. Anne Marie Palmieri
3/7/2005 Site Added to Database Heating oil tank fuel line failure. GIS lat long data for City of Talkeetna obtained using TopoZone Pro. Bruce Wanstall
3/21/2005 Site Ranked Using the AHRM Initial ranking. Anne Marie Palmieri
5/23/2005 GIS Position Updated Property address used to enter GIS location data. Metadata include NAD 27, Plat map, TopoZone Pro and Yahoo Street Maps. Accuracy is relatively low. Bruce Wanstall

Requirements

Description Details
Advance approval required to transport soil or groundwater off-site. Standard condition.
When Contaminated Soil is Accessible, Remediation Should Occur Remaining soil contamination is present in a thin layer just above the groundwater table at seven feet below the ground surface and is covered by clean fill and a vapor barrier underneath the building. In the event remaining contaminated soil becomes accessible in the future for example due to buildings being removed or other construction in the area, ADEC must be notified, and the soil must be characterized and remediated, if determined necessary by the ADEC.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Other The National Park Service has agreed to place a notice on its Geographic Information Systems (GIS) land management tracking database as to the location of the residual contamination exceeding ADEC’s default cleanup levels.
Periodic Review ADEC will conduct a review of site conditions every five years.
Excavation / Soil Movement Restrictions In the future, if soil will be excavated it must be characterized and managed following regulations applicable at that time and ADEC approval must be obtained before moving the soil off property.
