Problems/Comments

Established in 1945 by the Civil Aeronautics Administration. FAA operated the site from 1945-1976. Possible soil contaminants include unknown quantities PCBs, petroleum products, halogenated/non-halogenated solvents. Extent of contamination unknown. No drinking water near site nor potential for groundwater contamination. Debris was cleaned from site in 1984 and 1986. FAA transferred bulk fuel tank operations to USFS in 1979. Much of the equipment and standing structures have been removed. Draft PA/Site Investigation submitted September 92 per CERCLA. AOCs identified include: Bulk Fuel Tanks, Power Generator 609, Range Building 406, VHF Building 407, Quarters Building 104, Shop/Warehouse Building 202, Standby Power Generator Building 608, and Dumps. FAA has demolished all the structures at the site, but a small volume of debris, concrete, and contamination remained. Remedial actions have removed a majority of contaminated soil above CULs. As of 2018, Building 202 and Building 609 have some remaining DRO above CULs and groundwater will continue to be evaluated.

1/2/2018 Document, Report, or Work plan Review - other DEC reviewed and provided comments on – Draft Remedial Action Addendum Report. This addendum to the Remedial Action Report describes the evaluation of DRO in soil within an ISCO treated area, the installation of a replacement monitoring well in the same area, and the monitoring of groundwater from a total of three monitoring wells. Remediation with RegenOx was successful in reducing DRO in soils below the MAC of 12,500 mg/kg at 5 feet below ground surface with concentrations ranging 1,140–6,630 mg/kg. Groundwater samples from the replacement well showed elevated DRO and RRO concentrations at 10.7 and 3.26 mg/L, respectively, which is increased from the measured 2014 concentrations. DEC concurs with the recommendations to continue follow up soil sampling in the ISCO-treated area and to monitor groundwater at Building 609 as Building 609 is the area with bulk of DRO contamination remaining. 9/5/2018 Document, Report, or Work plan Review - other DEC Approval – Final Work Plan Addendum for Follow-up Assessment Sampling. This work plan addendum details the second round of follow-up sampling to assess the effectiveness of applying ISCO to soil and groundwater in the vicinity of where DRO concentrations exceeded the maximum allowable concentration at former Building 609. Field work will entail collecting four soil samples to analyze for DRO and four groundwater samples to analyze for DRO, RRO, and BTEX. Gretchen Caudill
5/2/2019 Document, Report, or Work plan Review - other DEC Approval provided - 2018 Remedial Monitoring Report - Former FAA Duncan Canal Station. Significant soil and groundwater contamination remains at and adjacent to the former Building 609 ISCO treated area. The upgradient monitoring wells showed significant and increased DRO and RRO. DEC approved the report, but did not concur with the provided recommendations. Additional groundwater monitoring should be conducted to further elucidate the contamination found in the upgradient well. In contrast to the recommendations provided in the report, DEC requests annual monitoring of groundwater at this site. Installation of additional monitoring well(s) may be warranted and analysis of volatile organic compounds should be added into future groundwater efforts. Additionally and also in contrast to the recommendations provided in the report, DEC may require additional soil sampling to reach the depth of prior MAC exceedances. Gretchen Caudill
1/7/2021 Site Characterization Workplan Approved DEC Approved the Final Release Investigation Work Plan. Six soil borings will be advanced, two monitoring wells will be installed, and all monitoring wells will be sampled at the Bldg 609/407 location. A bench-scale study is also planned to compare RegenOx and Klozur remediation effects at the site. Soil borings will attempt to both horizontally and vertically characterize the site and verify if remaining contamination is above MAC levels. All samples will be analyzed for DRO, GRO, RRO, and VOCs including BTEX compounds. Tim Sharp

2/12/2021 Update or Other Action DEC issued a NFA Determination for the Building 609 Transformer Pad AOC and Building 608 AOC. All PCB contaminated soil was removed from the Transformer Pad Area and remaining contamination at Building 608 was below Method 3 migration to groundwater cleanup levels approved by DEC. Tim Sharp
1/31/2022 Document, Report, or Work plan Review - other DEC sent comments on the Draft 2021 RI Report, which details soil and groundwater sampling in the impacted area of Former Buildings 407 and 609. Additionally, soil and groundwater collected was treated with RegenOx® and Klozur® in a bench-scale study to compare remediation effectiveness. Groundwater samples were analyzed for GRO, DRO, RRO, and VOCs, while soil samples were analyzed for DRO and RRO. Soil samples showed DRO concentrations above MtG CULs in two locations. Groundwater samples contained DRO and naphthalene above Table C in three wells. In the bench-scale study, RegenOx reduced contamination in soil by a greater percentage than Klozur. The report recommends continued groundwater monitoring on a yearly basis, and treatment with RegenOx to remediate contamination. Comments mainly constituted questions about the bench study validity. 11/17/2022 Document, Report, or Work plan Review - other DEC submitted comments on the draft workplan, Duncan Canal Long Term Monitoring Petersburg, Alaska that details groundwater, pore water, and sediment sampling methods as part of the long-term monitoring project at the former FAA Duncan Canal Radio Relay Station. Groundwater samples from 12 existing monitoring wells will be analyzed for gasoline-range organics, volatile organic compounds, diesel range organics, and residual range organics (GRO, VOCs, and DRO/RRO). Additionally, pore water and sediment samples will also be analyzed for GRO, VOCs, and DRO/RRO from four beach locations during low tide to assess potential migrating contamination through groundwater seepage. 1/27/2023 Document, Report, or Work plan Review - other ADEC received the draft workplan, Duncan Canal Long Term Monitoring Petersburg, Alaska on October 24, 2022. The report details groundwater, pore water, and sediment sampling methods as part of the long-term monitoring project at the former FAA Duncan Canal Radio Relay Station.
