Problems/Comments
A 500 gallon heating oil tank was removed on 10/26/04. It had been abandoned for 3 years prior to removal. Approximately 10 cubic yards of contaminated soil was excavated. All samples of the remaining soil were under 10mg/kg DRO except one which was 344 mg/kg DRO remaining in-situ at 10' bgs that extends under the foundation of the house. A drinking water well sample was submitted for analysis for GRO, DRO, and BTEX. The sampling results were all ND for these constituents. The well is located ~25' from the former UST location. Soil at former tank location is brown silty gravel. The stockpiled soil was transported to Alaska Soils Recycling in Anchorage for thermal treatment. GW at ~44' bgs.

4/4/2008 | Site Characterization Report Approved | The CSP reviewed the undated Environmental Management, Inc. “Site Assessment Report” submitted with a “Letter of Transmittal” dated 11/30/04 and received by the department on 12/3/04. A 500-gallon heating oil UST was removed on 10/26/04. The tank was not used for the previous three years and fuel remaining in the UST was pumped out before the tank was removed. It was located adjacent to a former residence (parsonage). A small area of contamination was noticed below the south end of the tank upon its removal. Approximately 10 cubic yards (cy) of contaminated soil was excavated during the excavation and sample screening process on 10/27/04 and placed in a lined cell. A representative sample of the excavated contaminated soil was taken from seven feet below the ground surface (bgs) for screening purposes. The soil had a PID reading of 243 ppmv. No stockpile samples were submitted for analysis. The stockpiled soil was transported to Alaska Soils Recycling in Anchorage for thermal treatment. Excavation continued and subsequently five in-situ locations were field screened for POL. Four of these screened samples were from each ordinate direction sidewall at 10’ bgs and the fifth sample was taken from the bottom center of the excavation at 15’ bgs. Two samples were submitted for laboratory analysis fro gasoline-range organics (GRO), diesel-range organics (DRO), and benzene, toluene, ethylbenzene, and total xylenes (BTEX). One sample (#6946-1) was collected from the sidewall area with the highest PID reading at 10’ bgs (east sidewall beneath the foundation) and the other from the bottom of the excavation (#6946-3) at 15’ bgs. In addition, a QC sample (#6946-2) was taken as a duplicate of sample #6946-1. All in-situ PID readings were less than 10 ppm, except for the 6946-1 location. This location represents a limited area of slight-to-moderate contamination (PID=86.2, DRO=344 mg/Kg) remaining in-situ that extends under the foundation of the house. The BTEX results were all non-detectable (ND) with practical quantitation limits (PQL) below the 18 AAC 75.341 Method 2 cleanup levels. The duplicate sample indicated DRO at 251 mg/Kg. The cleanup level for DRO is 250 mg/Kg. No other in-situ contamination above the Applicable or Relevant and Appropriate Requirements (ARAR) was detected in the field screening samples or laboratory samples collected. Based on a well log by G & G Drilling Co. included in the report ground water was encountered at 44 feet bgs. There was no date on the well log. The well is located ~25' from the former UST location. A drinking water well sample was submitted for analysis for GRO, DRO, and BTEX. The sampling results were all ND for these constituents.
