Problems/Comments

A site assessment conducted after drilling operations, discovered Diesel Range Oranic soil contamination. A subsequent analysis found most of the suspected Diesel Range Organic contamination to be biogenic interference. Four locations required additional assessment and/or cleanup. This work will be accomplished during the summer of 2005. As of January 31, 2006, all correspondence to: Mr. Al Gross, President Pelican Hill Oil & Gas, Inc. 1401 N. Action Information

Action Date Action Description DEC Staff
12/20/2004 Preliminary Assessment Approved Baseline Environmental Study received. This study was conducted prior to exploratory drilling to establish existing site conditions. Biogenic interference affects many of the samples. Donald Seagren
12/20/2004 Site Characterization Report Approved Final assessment report received. This report was conducted at the conclusion of the exploratory drilling. DRO contamination was indicated in several areas of the site. The consultant is going to have the lab check on biogenic interference in the samples. Donald Seagren
1/17/2005 Update or Other Action An Evaluation of Biomass Contribution to DRO Analysis was received from Analytical. Review of the data was coordinated with the CS Program chemist. The analysis showed that except for 4 samples, the remaining DRO exceedances was due to biogenic interference. Donald Seagren
1/24/2005 Update or Other Action Discussed the data with the consultant. PHOG will develop a work plan for additional site assessment and/or cleanup to be conducted during the summer of 2005. Donald Seagren
2/2/2005 Site Added to Database DRO contamination. Alyce Hughey

Metadata includes USGS Topo Maps 1:63K, TopoZone Pro Street Maps, Black and White Aerial Photo, on a Medium Size Map, View Scale 1:48,000, Coordinate Datum NAD83. Moderate to high degree of confidence in accuracy of location. Alyce Hughey
10/20/2005 Update or Other Action Received site remediation/assessment report. Gave report to Tom Barrett, KPB, to review prior to their site inspection tomorrow. Discussed site closure options with approval of KPB Donald Seagren
10/21/2005 Site Characterization Report Approved Reviewed Final Cleanup Report and Request for Site Closure, dated October 05. Two areas in the bottom of the well cellar excavation show that deminimus quantities of DRO and Benzene contaminated soil remain at depth. Risk to human health and the environment by leaving these areas in place to naturally attenuate is low. If the landowner, KPB, concurs, the site will be closed. KPB is conducting a site inspection on Friday 21 October 05. Final decision is awaiting their response. Donald Seagren
10/26/2005 Update or Other Action Provided technical assistance to KPB in their deliberations on whether or not to accept site closure vs NFRAP. Donald Seagren
11/2/2005 Site Closure Approved In consultation with KPB, the landowner, site closure was approved. A deminimus quantity of DRO contaminated soil remains sub-surface. This soil slightly exceeds the migration to groundwater cleanup level for DRO. Natural attenuation will reduce the contaminant levels over time. The risk to human health and the environment is low. Donald Seagren
6/12/2008 Update or Other Action Site transferred from Don Seagren to Paul Howath per Linda Nuechterlein. Alyce Hughey
